Job Purpose/Scope



The Refuge Team Manager is responsible for the management of the Refuges (Safe Accommodation), Refuge staff and victims and children, providing a place of refuge and safety, assisting them to gain the practical and emotional resources to move on, and live in the community safely.

In fulfilling this function, they will be responsible for implementing the policies of CHADD in the support and welfare of residents, the development, welfare and morale of staff, and the operational management of the projects to meet the requirements of Regulations for Social Housing, National Minimum Standards and other statutory and regulatory bodies.

The position falls under defined exceptions in the Equality Act 2010, known as occupational requirements and is only open to female candidates.

Whilst CHADD provides Refuge accommodation to all victims; male, female, non-binary and trans-people, our main Refuge Hubs are female only spaces due to the increased communal spaces and the need to provide dignity, safety and recovery from trauma and distress from male violence. Male victims and trans-men and trans-women will have access to our dispersed accommodation. As the service manager working across the Refuge provision, it is an occupational necessity for the post-holder to be an adult female.

Key Tasks and Responsibilities



Operational Management



As an employee with CHADD (Churches Housing Association of Dudley and District, you will provide the highest possible standard of support to women, children and male victims who are or who have experienced domestic abuse across all CHADD Refuge sites.

To take day to day responsibility for personnel matters within Refuge, such as staffing levels, overseeing the recording of TOIL, annual leave, sick leave and time management ensuring this is discussed and agreed with service manager

To manage the staff team and volunteers at the Refuge

To provide monthly supervision to workers and on-going case management guidance and support

To oversee rents and arrears in partnership with the service manager and Senior Refuge Coordinator and ensure effective plans are in place to manage arrears

Ensure all information and plans regarding arrears are shared at monthly arrears meetings

To enhance and develop the knowledge and skills of individual workers by identifying training and other support needs through supervision and appraisals

To assist the Service Manager and HR in the recruitment, selection, induction, training, supervision and development of workers and volunteers

To have responsibility on a day to day basis for overseeing safeguarding and other risk issues at the Refuge and to ensure that appropriate procedures are followed

To cover essential tasks in the event of staff sickness or shortage

To oversee the delivery of the support services being provided by Refuge, ensuring these are carried out effectively and to the highest standards

To lead on service projects as advised by Head of Service and Service Manager

Housing Management



Handle breaches of tenancy alongside the Service Manager which could culminate in carrying out evictions

Work collaboratively with Refuge Senior Coordinator to manage process in dealing with abandoned tenancies

Support the team when dealing with incoming referrals

Liaise and work with the Local Authority, property professionals and other support and welfare organisations, including Social Workers and Estate Agents

Maintain records and writing reports

Ensure management and maintenance of housing appliances inventory

Ensure all electrical equipment is compliant with PAT regulations

Work with the Service Manager to ensure service users are involved in the planning and reviewing of service delivery

Work with other agencies and the general public to increase awareness of DV issues

Attend group supervision and team meetings regularly

Strategic Management

To participate with the senior management team in formulation of Policy.

To raise standards of service delivery within the projects and seek opportunities to extend those services through active involvement in relevant forums and networking, particularly in relation to addressing the needs of male victims of domestic abuse.

To influence and manage the change process to achieve improved outcomes for service users and staff.

To participate in Business Planning for the association with particular emphasis but not exclusively in relation to Domestic Abuse services.

To develop and maintain communications and working partnerships with other agencies in order to enhance services to develop and enhance methods of involving service users in organisational and project planning and decision making.

To work with other managers and staff to achieve a consistent service across all CHADD projects and a unity of purpose and vision.

Develop and implement new strategies and services within domestic abuse services.

CHADD Management Team



As part of the CHADD senior leadership/management team, carrying out and attaining the mission and the goals of the domestic abuse department and the Company as a whole. Produce KPI/performance and activity data/status report for quarterly meetings.

Consciously create a workplace culture that is consistent with, and reflects the organisation's mission, strategy, vision, and values, leading by example and emphasising quality, continuous improvement and high performance.

Support and advise the Chief Executive Officer and the Senior Management in relation to workforce planning for the domestic abuse team and the business as a whole.

Staff Management Responsibilities



Work with Senior Management Team and the Human Resources Manager to recruit, select, and engage high calibre employees for the business.

Manage and direct employees in accordance with CHADD'S policies and procedures, for example in relation to conduct and attendance, homeworking etc.

Participate in the Company's overall induction plan in respect of the role of the domestic abuse service within CHADD; and as line manager for the service.

Lead, motivate, and provide constructive feedback to employees using the Company's performance management and development processes to ensure acquisition and maintenance of the required knowledge and competencies, encourage employee contribution and facilitate goal setting, feedback, and training and development planning and monitoring.

Communicate organisation information through department meetings, one-on-one meetings, and appropriate regular interpersonal communication.

Take active responsibility for your own professional and continuous development, to enhance your value, worth and productivity for yourself and the Company as a whole.

Perform other duties and responsibilities, that may from time to time be required for the effective operation of the service in agreement with the Chief Executive/Head of Supported Housing.
