The Highways and Waste Operative holds a pivotal role in both the Highways cleaning/maintenance and the Waste Operating teams at the Parish of St Saviour. This position is central to executing tasks for Highways Cleaning and Maintenance and Waste management, ensuring a clean and secure environment for the community while contributing to the overall efficiency and effectiveness of the Parish's broader objectives while enhancing the quality of life for the community it serves.
Five Years Residency is required for this role.
Working Conditions
This role will be largely based offsite. The nature of this role may require attendance at meetings and events outside of normal working hours.
Reporting Lines
This role reports directly to the Highways and Waste Management Team. Org Chart, highlighting this role, the manager and reporting lines.
Key Responsibilities
You will work with both the Highways and Waste Teams to ensure compliance with legislation, policies and adopt good practices in undertaking works, guaranteeing the Parish services are operated to high service efficiency, and health and safety standards.
The Highways and Waste Operative will be responsible for the provision of efficient and effective services, specifically including
Highways Maintenace and Street Cleaning
Road Repairs
: Conducting repairs on roads, pavements, and footpaths, including filling potholes, resurfacing damaged areas, and addressing cracks to ensure safe and smooth passage for vehicles and pedestrians.
Litter Collection
: Regularly collecting litter, debris, and other waste from roadsides, pavements, and public spaces to enhance the cleanliness and aesthetics of the surroundings.
Vegetation Management:
Trimming trees, bushes, and shrubs that might obstruct road signs, visibility, or traffic flow.
Drainage Maintenance
: Ensuring proper functioning of drainage systems by clearing drains, culverts, and drainage gully of debris, vegetation, and other materials that might cause blockages and flooding.
Street Sweeping
: to assist Specialist Operative drivers in street cleaning of roadways, drainage gulley's and pavements from dirt, leaves, and other debris to maintain a tidy and hazard-free environment.
Vegetation Contro
l: assist in managing weed growth along pavements, curbs, and in cracks to prevent them from damaging the road surface and improving the overall appearance.
Street Furniture
: signage, and Markings Maintenance: Assist in inspecting and maintaining road furniture such as road signs, barriers, bollards, and benches to ensure their functionality and safety. Report the wear and tear of with road markings, including crosswalks, lane dividers, and arrows, as well as repainting faded road markings.
Stone Masonry
- Laying concrete and bricklaying.
Other duties:
Undertake any other reasonable duties as requested by the Management Team in areas administered by the department (Highways/Waste).
Winter Maintenance:
Participating in winter maintenance operations, including snow clearance, salting, and gritting, and placement of sandbags in high-risk flooding zones, to ensure safe driving conditions and minimize flooding disruptions during adverse weather.
Public Safety
: Assisting with traffic management during maintenance operations, such as setting up cones, signs, and barriers, to ensure the safety of both workers and the public, in compliance with highway laws.
Reporting
: reporting any damage, defects, or hazardous conditions encountered during maintenance activities to line manager for prompt resolution. Conducting routine inspections of roadways, pavements and paths, identifying issues that require attention, and initiating necessary repairs.
Emergency Response
: Responding to emergency situations such as fallen trees, flooding, or accidents to clear roadways and mitigate hazards.
Equipment Maintenance:
Ensuring that vehicle and maintenance equipment, tools, and vehicles are properly maintained, cleaned, before and after use.
These duties collectively contribute to the proper functioning and upkeep of roadways, pavements, and public spaces, ensuring the safety, convenience, and aesthetics of the community.
Waste collection Services
Waste Collection:
Conducting waste collection activities according to scheduled routes, collecting bins and bags from residential, commercial, and public areas. Conducting specialised glass waste collection from designated bins or containers, ensuring careful handling to prevent breakage and injury.
Bin Inspection
: Inspecting glass, recycling and general waste collection bins/bags for any contamination or non-glass materials that could compromise the collection and recycling process.
Reporting & Defects:
Documenting (placing of con compliant stickers) any contaminated or non-compliant waste materials found during collection and reporting such instances to supervisors. Reporting any defects, malfunctions, or damage to waste collection vehicles and equipment to the Senior Vehicle Technician for maintenance.
Banksman:
Banksman techniques to guide the collection vehicle safely and position it for efficient waste collections, ensuring team members place themselves away from danger zones.
Mechanical Equipment
: Operating mechanical lifting equipment on waste collection vehicles to safely lift and empty bins into the truck.
Communication:
Maintaining effective communication with managers, supervisors, colleagues, and residents to ensure smooth coordination of waste collection services.
Problem Solving
: Addressing by reporting to your line manager any challenges or obstacles encountered during waste collection, such as blocked access or heavy bins, in a proactive manner.
Waste Reduction Initiatives:
Supporting waste reduction and sustainability initiatives by promoting recycling and responsible waste disposal by issuing bags etc.
Other duties
: Undertake any other reasonable duties as requested by the Management Team in areas administered by the department (Highways/Waste).
Continuous Improvement:
Identify areas for improvement and offer suggestions to the Highways & Waste Operations Manager.
Health and Safety Responsibilities
Health and Safety:
Adhering to health and safety policies and guidelines and using appropriate personal protective equipment (PPE) during Highways and Waste activities and following safe working practices at all times.
Adherence to Regulations
: Ensuring compliance with waste disposal and highways regulations, environmental standards, and local authority guidelines.
Reporting:
report any near miss incidents, or accidents, to the line manager on the shift when they occur;
Identify, report and secure any hazardous workplace or public area, and ensure compliance.
Parish-wide responsibilities & Engagement with Parish Life
Champion the objective 'to meet our customers' needs and expectations' across all Parish activities
Engendering a reciprocal positive, supportive culture, where staff and stakeholders are engaged;
Ensuring that the Parish is operating safely, efficiently, and effectively and in compliance with legislation.
Customer Service: Providing courteous and helpful customer service to residents, addressing their inquiries and concerns related to waste collection
The post-holder is expected to proactively engage in Parish life.
Skills, Knowledge and Expertise
Knowledge and Qualifications
Relevant Health & Safety, manual handling, outdoor maintenance and roadworks set up and mini excavator courses
HGV licence desirable but not essential
Banksman's Training
Demonstrable knowledge of site labouring duties set out within the Job description
Strong understanding of the role of the Parish and the environment in which it operates
Knowledge and application of good Health & Safety practices in ensuring the safe separation of work areas from colleagues and the general public when operating equipment. Demonstrable local knowledge of the Island's roads
Skills and Abilities
Ability to recognise complex issues and report them as necessary
Skills to work under extreme pressure to meet goals and deadlines
Able to work as part of a team
Special attributes
Technically knowledgeable, skilled and experienced in a relevant discipline (e.g.: labouring and highways, or construction related)
Be prepared to be called at any time to attend emergency situations.
