We have an exciting opportunity for a Major Events and Risk Senior Adviser to join our team at the Ministry of Housing, Communities and Local Government (MHCLG) and we'd love to hear from you!
The Risk and Major Events Team is a part of MHCLG's Resilience and Recovery Directorate (RED). RED supports communities across England to be prepared for, respond to and recover from emergencies. Our Team works with partners across the Department, HMG and local areas and alongside colleagues in RED's Divisions and the wider R3 Risks, Resilience and Recovery Unit, to drive major event and emergency risk planning, preparedness, policy development and operational delivery. In the event of a major event activation we work, under pressure, to lead the Department's response ensuring that our responsibilities are delivered at pace and to strict, tight deadlines.
Working closely with the Major Events and Risk Lead and Major Events and Risk Adviser, your role will cover two main areas:
Major Events : key activities include, but are not limited to, developing and maintaining plans, action cards and resources to prepare MHCLG for discharge of it's major events responsibilities; playing a critical role in any major event plan activation; engaging with local partners and other government departments to support major event planning, preparedness and delivery; policy development and briefing / advice drafting as needed; and developing and participating in departmental and cross-Whitehall exercises and training for major events.
Emergency Risk: key activities include, but are not limited to, leading engagement with partners on the development of national risk products, such as the National Security Risk Assessment, National Risk Register and National Resilience Planning Assumptions; managing the process for updating MHCLG's NSRA risks and NRPAs etc; driving engagement and supporting local responders on national and local risk assessment and embedding national risk products across the directorate and Department. You will also lead government department planning for one risk area including ensuring plans are updated, exercised and trained for and oversee delivery of an associated procured contract.

Job description
As the Major Events and Risk Senior Adviser you will be responsible fordelivery of planning, readiness and policy development for the Team's emergency risk and major events portfolios, leading on specific priorities, tasks and activities as agreed. In a major event activation you will play a critical role in the response as required.
The detail and exact split of responsibilities will be confirmed once in role, but is likely to include:
Leading on specific areas of planning, operationalising and policy development for major events and emergency risk issues;
Playing a significant role in MHCLG's Departmental Operations Centre, or as an embedded Liaison Officer, during a major event activation including out of hours working as needed;
Developing departmental training and exercising for major events, including leading on lessons learned activity and ensuring that actions identified as a result are quickly and fully implemented;
Leading on the development of briefings and advice on emergency risk and major events;
Building relationships and engaging with Cabinet Office, OGDs and local area partners on emergency risk and major events;
Overseeing communications with local area emergency risk partners including managing delivery of the National Risk Working Group;
Task management of HEOs in a matrix management model as required.
Leading Departmental planning for one risk area including ensuring plans are updated, exercised and trained for and overseeing delivery of an associated procured contract.
Participating fully in our Departmental Operational Centre during emergencies, and the on-call Duty rota as needed.
Person specification
Experience in preparedness planning and in the design and implementation of delivery plans and supporting guidance and materials, and in training and exercise design and delivery including lessons learned processes ideally in a crisis management / resilience / emergency risk and /or major events environment.
Proactivity, confidence and a track record of leading policy development, drafting briefings and advice and planning and delivering operational processes, procedures and documentation.
Proven ability to build and maintain strong working relationships and demonstrate the skills to influence internal and external partners.
Adaptability, flexibility and resilience to thrive in a dynamic, fast-paced and sensitive environment delivering high quality work, at pace, under pressure and a willingness to develop skills and seek opportunities for professional growth to develop quickly into a subject matter expert.
Excellent organisation skills, with attention to detail and ability to manage and prioritise across multiple workstreams, adapting plans and shifting to embrace change as needed.
Ability to collate and analyse evidence, draw robust conclusions, develop options and communicate these appropriately, clearly and concisely using a range of methods.

Internal Fraud Database
The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
