Eastend Homes is seeking a tenacious, results-driven Service Charge Recovery Officer to deliver a targeted and intensive programme of service-charge arrears recovery across the Homeownership portfolio, inclusive of high-level leasehold service charge and major works arrears improving cashflow performance and supporting Eastend Homes' income-collection objectives for the 2025/26 financial year.
This short-term, high-impact role requires someone with the confidence and expertise to aggressively tackle arrears, an overall experienced arrears professional who can hit the ground running, with a proven record of driving down complex debt, securing substantial repayments, and utilise all available enforcement routes to maximise income.
You will manage and actively pursue service-charge accounts in significant arrears, negotiate robust repayment agreements, and progress enforcement actions where required.
You'll also review aged and time-barred debts, identify cases for write-off, and cleanse arrears data to ensure all figures reported to the Board are accurate and legally recoverable.

Person Specification
Education / Qualifications
GCSEs (including English and Maths) or equivalent
Relevant housing / income management qualification (CIH or similar)
Experience
Proven experience in income recovery, leasehold, rent, or service-charge collection
Experience negotiating repayment agreements and taking enforcement action
Experience working in leasehold management or a housing association
Experience with MRI or similar housing management systems
Knowledge
Knowledge of leasehold service charges and debt-recovery procedures
Understanding of Section 20 and major-works billing
Awareness of legal processes such as MCOL, Section 146, and mortgagee recovery
Landlord & Tenant Act 1985 and Commonhold and Leasehold Reform Act 2002-particularly sections relating to service charges, reasonableness, and consultation requirements.
Understanding of the Limitation Act 1980and arrears-management legal processes

This is a 6-month fixed-term contract intended to deliver accelerated arrears reduction and data validation ahead of 2025/26 year-end therefore we are looking for someone who is available to start in post immediately.
The role will report monthly to the Homeownership Manager and contribute to Board-level reporting on arrears performance.
