Temporary (one for 6 months, one for 3 months)
19.10 per hour
37.5 hours per week
Main Role
The postholder will be a key member of the Workforce Directorate and will contribute to the achievement of the overall Directorate's performance objectives. The postholder will have specific responsibilities in relation to a workforce area(s), providing core advice, guidance and support to Managers on a range of workforce issues, with a particular focus on attendance management and employee relations matters, as outlined below. In addition, the postholder will be expected to act as a member of the wider team in ensuring the delivery of a proactive, responsive and professional HR service to internal and external stakeholders.
Main roles and responsibilities
1.1 To provide comprehensive and consistent advice, support and guidance to Managers and staff in relation to the implementation of the Trust's Attendance Management Policy and Procedure, NHS terms and conditions as they pertain to attendance management, relevant legislation and evidence based best practice principles.
1.2 To provide advice, support, and guidance to Managers in taking a proactive approach to attendance management, through early intervention, engagement and communication and a focus on rehabilitation and return to work.
1.3To provide specialist advice, support and guidance to Managers and staff in relation to relevant NHS terms and conditions and processes, including sick pay, injury allowance, ill health termination and ill health retirement.
1.4 To provide specialist advice, support, and guidance to Managers in the relation to their statutory responsibility to make reasonable adjustments and in the development and implementation of reasonable adjustment, rehabilitation and redeployment action plans.
1.5 To ensure the arrangement of attendance management panels/hearings, including those relating to injury allowance and ill health termination, in a timely manner and the preparation of all associated documentation to a high standard.
1.6 To ensure any pay affecting decisions are communicated for processing to the Terms & Conditions Team in an accurate and timely way in order to avoid any under/over-payments.
1.7To provide specialist advice, support, and guidance to Managers in the management of complex cases, including potential cases of gross misconduct and consideration of precautionary suspension.
1.8 To provide specialist advice, support, and guidance to Managers in conducting employment investigations.
1.9To ensure the arrangement of employee relations panels/hearings in a timely manner and the preparation of all associated documentation to a high standard.
1.10To ensure that employee relations processes are conducted within agreed KPI's and in compliance with policy/procedural requirements and statutory obligations.
1.11To participate in Job Matching/Job Evaluation processes as a Job Analyst and/or Management Side Panel Member as part of an annual rota.
1.12To participate in employment investigations, disciplinary/grievance/attendance hearings, and recruitment panels.
1.13To undertake the delivery of workforce presentations and training sessions.
1.14To contribute to the development of workforce policies, procedures and supporting management resource materials.

Essential Criteria:

  • Have a relevant degree or recognised professional qualification plus a minimum of two years' post graduate middle* management experience within a Human Resources (HR) function, providing professional advice and guidance on a range of workforce issues.
OR
  • Have a minimum of five years' experience two of which must be at a middle* management level, within a Human Resources (HR) function, providing professional advice and guidance on a range of workforce issues.
Middle management will be defined as a position equivalent to AfC Band 5 salary scale
AND
  • Have, or commit to acquiring, an advanced (post-graduate) level qualification in HR.
  • Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
  • Have a working, up-to-date knowledge and understanding of NI equality/employment legislation.
  • Have a knowledge and understanding of HSC/NHS terms and conditions.
  • Have a knowledge and understanding of employee relations and attendance management processes.
  • Proficiency in the use of Microsoft Office.
  • Demonstrate excellent communication and interpersonal skills in order to work collaboratively with internal and external stakeholders.
  • Demonstrate excellent organisational skills, with the ability to work to tight timescales within limited resources.
  • Demonstrate conflict resolution skills.
  • Demonstrate experience of constructive partnership working with trade unions in the resolution of workforce issues.
