Job Description

A Welsh Government funded programme has been established within the NHS Wales Joint Commissioning Committee (NWJCC) to investigate the clinical and cost effectiveness of Advanced Therapy Medicinal Products (ATMPs) through the collection and analysis of outcomes data. This data will support decisions on how Wales can sustainably provide ATMPs today, and into the future. The post holder will lead and manage the NWJCC ATMP Outcomes Programme, advancing several on-going projects regarding the establishment and linkage of key datasets. This role requires advanced programme management expertise, along with excellent influencing and communication skills to foster collaborative relationships and sustain momentum. The post holder will be a member of the NWJCC Medical Directorate and directly line-manage the ATMP Outcomes Research Facilitator. The post holder will manage dedicated programme resources contributing to delivery. In particular, the post holder will have specific programme and project management responsibilities, often working within tight timescales and competing demands. This work will often involve working with highly complex, sensitive and contentious information with a high degree of autonomy.



Lead the ATMP Outcomes Programme and manage associated projects. Develop programme documentation, performance indicators, and reporting frameworks. Collaborate with stakeholders to ensure a "Once for Wales" approach. Line manage the ATMP Outcomes Research Facilitator. Present complex data and insights to senior stakeholders and public audiences. Ensure robust governance, risk management, and benefit realisation. Drive innovation and continuous improvement in service delivery

Lead the management and delivery of several large, complex and high-value projects with multiple stakeholders. Engage with all stakeholders to determine the project scope and implementation processes. Create project and programme documentation, and manage the Programme throughout its project life cycle, to ensure that all deliverables are met. Lead on determining and developing performance indicators and analysing data to facilitate decision making. Advise the Assistant Director of Evidence, Evaluation and Effectiveness and Programme Senior Responsible Officer (SRO) on the future measures and objectives for Programme delivery, ensuring consistency with national targets and local objectives. Significant contribution to providing innovative solutions and developmental interventions to ensure top performance and delivery of project/programme aims. To achieve this the ATMP Outcomes Programme Manager will require excellent communication and interpersonal skills to work with all stakeholders. Support stakeholders and the SRO by providing the necessary infrastructure, systems and skills required to meet the long-term performance requirements for the delivery of identified key programmes and projects. Lead on specific projects within the Programme and other enabling initiatives, ensuring SMART objectives for all relevant projects. Ensure that decisions around the Programme are evidence based and deliver benefits for patient outcomes, sustainable services and allocative and technical value. To exercise sound judgment in an extremely complex environment. Provide expert advice to Executive Directors and senior management teams on the requirements and development of key performance indicators for their balanced scorecards. Maintain and improve own knowledge, learning and ability to excel in the role, being an example for others. Regularly lead project groups and workshops, providing leadership and direction. Be a dynamic leader, capable of shaping cultures for the delivery of high quality, patient focused care within available resources. * Create and drive an environment of performance and project management discipline supported by a framework that enables clinical services and departments to flourish.
