The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as an ALM Strategy Specialist in our Supervision (Insurance) Department. Reporting to a Deputy Director, the ALM Strategy Specialist will work and lead a team focused on specialist technical areas, including but not limited to research, Asset Liability Management (ALM), investment, hedging and liquidity risk management.
This is a key role for the Authority and the post-holder will be responsible for but not limited to:
Managing a Team responsible for detailed reviews of the models and practices employed by regulated insurance entities in managing liquidity, insurance and market risks (e.g., interest rate risk, currency risk, spread risk, equity risk, etc.) to evaluate compliance with existing laws, regulations, policies, codes, plans and procedures and preparing reports for discussion and action
Overseeing thought leadership and technical expertise on complex matters among ALM, hedging and investments, including structured and non-traditional investments
Leading on the development of tools to enable informed supervisory insight on liquidity stress testing, lapse risk management and capital markets scenario analysis
Leading the Department in the development and application of risk, financial and regulatory analytics for long-term insurers
Researching and assessing a range of complex financial market developments and using such analysis to update and enhance the supervisory toolkit
Providing training, advice and senior-level technical support to regulatory and operational teams
Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post
The position requires a proven technical and business background. Therefore, the post-holder must have:
A master's degree in finance, investments, risk management, economics or actuarial science or a professional designation from a recognised institution or professional body such as CFA, CAIA, ARPM, CQF, FSA, FIA, or CERA
A minimum of ten (10) years' relevant experience, of which at least five (5) years should be at a senior level working within a regulated financial services sector, preferably life insurance/reinsurance, investment sector, or as a financial services regulator
Practical experience of ALM implementation or review within a regulated financial services sector
In-depth understanding of the Bermuda regulatory framework or other risk-based supervision regimes, especially as they apply to long-term/life insurance products
Understanding of the key pillars of risk-based supervision such as economic balance sheet, standard formula, internal capital model, ORSA, BSCR and stress tests
Compelling evidence of knowledge and expertise in evaluating complex investment structures, balance sheet optimisation, derivatives and hedging
Proficient in R, Python, MATLAB and/or other ALM software
The ability to work in a fast-paced environment with a high degree of accuracy
Accountable for work and proactive with assigned tasks
A willingness to work outside normal business hours as required
