To deliver and develop the Councils HRSS function in order to provide a first-class, cost-effective and customer-centric experience for all Council employees and other customers - all in accordance with contemporary Employment Legislation and guidance, appropriate Council Policies e.g. GDPR, and recognised Best Practise.
MAIN DUTIES & RESPONSIBILITIES (MDR)
1. To provide cost-effective design, delivery, maintenance and continuous improvement of first-level advice, signposting and administration activities across the full HR portfolio of internal and external needs e.g. e.g. non-complex Policy advice, guidance and development, payment of invoices, provision of travel tickets, provision of stationery, eye test vouchers etc.
2. (As a member of the HRSS Team):
To contribute to the development of the wider HR Strategy and Operational Agenda by proposing improvements to the agreed Service Level Agreements (SLAs) for the HRSS Function
To support the design and implementation of innovative employment policies & related procedures, terms & conditions, and learning & development interventions
3. (Under the direction and control of the Human Resource Business Partners (HRBPs)): To support a discrete selection of Service and Departmental Leads in the delivery of Council Services by the personal delivery of a basic Employee Relations (ER) caseload e.g. conducting non-contentious home visits and providing direct support to line managers e.g. making and maintaining written records and outcomes of various interviews and procedures as appropriate e.g. Return to Work
4. To assist the Systems Lead, HRI&PS, in the roll out and continuous improvements of relevant systems, processes, methodologies and templates relating to, amongst others, Recruitment, DBS checks and Work Permits, and absence management processes e.g. maternity, paternity, sickness absence, occupational health referral, retirements and annual leave; and training course administration.
5. To contribute as required to the compilation and provision of various Reports e.g. Metrics and Organisational Statistics.
6. Contribute to the internal and / or external audit and review of computerised records as required, making adjustments as necessary to ensure legislative and internal compliance.
7. Participate in development activities to ensure own knowledge is up to date at all times and that performance is continually improving to increase efficiency and effectiveness of the HRSS function.
8. Any other duties commensurate with the role

This apprenticeship provides a Level 3 HR qualification and experience for a foundation for a career in HR. ECC currently have a structure including HR Advisors and HR Business Partners above this role which could be a potential progression opportunity in the future. ECC may also be able to offer further CIPD qualifications.
Training Provided:
You will attend Exeter College one day a week (during term time) to work towards your Level 3 HR Support apprenticeship.
