Purpose of post
This postholder will administer the Archive Service Accreditation scheme in Wales, ensuring that services are supported to apply for and maintain accreditation, and retain Place of Deposit status in accordance with the Public Records Act 1958. The post will also include responsibility for the statutory duties contained in Section 60 of the Local Government (Wales) Act 1994.


The postholder will contribute to the development, implementation and evaluation of policy relating to archives and archive services.


The post holder will be expected to lead on agreed policy initiatives to support the development of archive services in the public sector. The current focus is on the development of on-line services, marketing and promotion of the sector, advising on funding applications, and supporting and encouraging the sector to attract new audiences and collections.



Key tasks
To provide policy advice to Ministers on local archive provision and contribute to the development of future policy and strategy on archives To administer the Archive Service Accreditation scheme in Wales. To carry out advisory and validation visits to services participating in the Accreditation scheme and to attend meetings of the Accreditation Panel. To take responsibility for 'Section 60' schemes required by the of Local Government (Wales) Act 1994 to support the Minister to discharge the statutory duties. To liaise with The National Archives (UK, England and Wales) in relation to the Public Records Act 1958, as this relates to the local Places of Deposit system in Wales. To develop and manage programmes and projects to support the development of the archive sector in Wales

To monitor associated budgets and expenditure. To advise on and assess applications to funding streams administered by Culture Division. To build relationships and work effectively with a range of partners from the archive sector in Wales and more widely, including professional bodies and groups, and leading national institutions. To represent the Welsh Government and the sector on working groups (e.g. the Records at Risk Group and the annual ARA Volunteering Awards). To ensure that the WG maintains a sound evidence base on the sector. To prepare ministerial advice and briefings, draft responses to correspondence and enquiries, and attend ministerial visits as required. To provide advice to colleagues within the Welsh Government on matters affecting archives including the designation of new public records bodies. To act as a line manager if required and contribute to team management. Other tasks as required appropriate to this role and grade, including cross divisional work and priorities.



Development opportunities
This is a high profile externally facing role with plenty of scope for you to gain varied experience and support your personal development. The Welsh Government Culture Division of acts as the development agency for local archive services. In this role you will act as the first point of contact for archive services across Wales seeking advice and support on professional issues. You will administer the UK-wide Archive Accreditation Scheme in Wales and ensure services are supported to achieve Accreditation. This will enable you to gain valuable knowledge and insight into best practice in a range of local services.


Working collaboratively with the sector you will also devise and lead developmental projects with a focus on developing on-line services, supporting diversity and inclusion, and promoting the use of archives to support health and well-being and a sense of community. You will support archive services to access Welsh Government funding and to apply for other external funding opportunities You will acquire transferrable skills in research, fund raising and grant management processes.

The role:

The role is expected to require some travel e.g. for site visits to archive services in Wales and attendance at meetings within the UK including occasional overnight stays. A clean UK driving license would be beneficial.

The process:

A reserve list may be held for this opportunity or similar ones in the Division. Any candidate who is successful in being offered a reserve status, will remain on the reserve list for 12 months. This role is open to international candidates who satisfy the Civil Service Nationality Rules and also already have the right to live and work in the UK and meets the minimum requirements for the role. Sponsorship support for a visa may be available. The minimum salary for this role to meet Skilled Worker visa requirements is 41,700 per year. Only candidates appointed at the maximum of the HEO pay scale (43,759) will meet this minimum salary requirement for sponsorship. Candidates appointed below this pay point will not be eligible for visa sponsorship unless they qualify for a lower salary threshold (for example, as a new entrant or PhD holder), which will be assessed after appointment based on the candidate's circumstances. A presentation on 'Technical 1'will be required at Stage 2. More information will be provided in the invitations to that stage.
