Job summary




The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 12,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army. As such using data to aid understanding of our workforce is vital.


The British Army's estate is complex, diverse, and critical to ensuring UK Defence Outputs. Regional Command's Infrastructure Branch, of which the Overseas and Training Infrastructure (OTIC) is part, looks after the funding and programming of Facilities Management for Army establishments.


As the OTIC Europe you will develop and lead on both the annual and long-term risk based 10-year infrastructure programme of work for Germany and Norway. You will work closely with the Army customers, Defence Infrastructure Organisation and Headquarters Regional Command in support of Defence priorities.


We are looking for a self-motivated individual with programme, infrastructure, and financial experience and who enjoys working as part of a team. The role requires a strong eye for detail, and the ability to collate and analyse information from a wide variety of sources in addition to strong presentation skills.


Your output will directly impact on the lived experience of our Service Personnel and ultimately to the Defence of our Nation.

Job description




As the lead staff officer for the multi million pound infra programme for Germany and Norway, you will ensure appropriate soft and hard facilities are delivered to support end users.


Main Responsibilities:

Liaison with Heads of Establishment (HoE) and their representatives as well as Defence Infrastructure Organisation (DIO) with their contracted Industry Partners (IP) Obtain and evaluate establishment infrastructure needs and priorities including for Balance of Investment (BoI) decisions. Ensure the HoE, DIO, and IPs are informed of the Command Infrastructure Delivery Plan (CIDP) of scheduled and funded works approved for delivery. Review Statements of Need submitted are robust and accurately advise on the requirement. Monitor performance and hold DIO to account where required. Capture and inform establishment issues and risks elevating to OTIC those which cannot be resolved or mitigated at local level. Provide subject matter expertise to various meetings and forums as required. Provide stakeholder communication to manage expectations, provide policy guidance or communicate policy change and support Regional Command. Provide ad-hoc infrastructure programming information as required by regional infrastructure staff or Headquarters Regional Command. Line management of 2 members of staff.

Person specification




You are a confident, self-motivated individual who is a great teammate, hardworking and able to manage a complex and varied workload. As the OTIC Europe, you will communicate effectively with diverse groups of people, within and outside the MOD, and across many grades and ranks.



The role requires a good working knowledge of Microsoft applications including Excel. Individuals will adapt to changing priorities and be flexible in your approach to your responsibilities. You will be adept at collating and analysing information from a variety of sources, and at communicating it in the optimal form to influence others.



Essential:

Experience with Microsoft Office applications especially Excel / spreadsheet manipulation. Background in finance, project management and/or infrastructure. Analysis and prioritisation experience. Project and Programme Management experience including managing budgets. Proven stakeholder engagement and management. Interest in pursuing further professional development.

Desirable:

A driving licence is advantageous for reaching many sites not easily accessible via Public Transport. ###
