Job summary
The Ministry of Defence (MOD) is a vast organisation employing over 50,000 Civil Servants, with the Army Top Level Budget (TLB) alone employing around 7,500 MOD Civil Servants across more than 300 locations. Our workforce is diverse, encompassing roles such as trainers, human resources professionals, teachers, psychologists, storekeepers, financiers, project and programme managers, and policy secretariat staff. This role falls within the Army TLB, which is dedicated to delivering key outputs for the Army through various functions and professions.
We are seeking a dynamic and experienced Project Controls Manager to join our team within Task Force RAPSTONE. This role is critical in ensuring that our projects are on track, well-managed, and aligned with the organisation's objectives. As the Project Controls Manager, you will provide independent assessments and confirmations, ensuring that project activities and business rationale remain aligned with the MOD's goals delivering on time and on budget. Your responsibilities will include scheduling and delivering reviews to scrutinise the achievability of project objectives and benefits as stated within the business case.
The position is 37 hours per week.

Job description
As the Project Controls Manager, you will play a pivotal role in ensuring the success of our major projects and portfolios.
Your primary responsibility will be to provide independent assessments and confirmations that projects are on track, well-managed, and aligned with the Ministry of Defence's objectives. You will lead assurance activities, oversee planning and scheduling, and report outcomes to stakeholders, ensuring transparency and accountability.

Responsibilities:
Lead assurance activities within major projects or across a portfolio of projects, ensuring proportionate reviews at key milestones and managing recommendations.
Oversee the planning, scheduling, and management of assurance activities, ensuring alignment with major delivery milestones and integration across interdependent projects.
Report review outcomes to all relevant stakeholders, confirm their understanding and acceptance, and agree on resulting actions.
Ensure timely and accurate reporting of assurance activities to departmental or Cabinet Office teams, maintaining transparency.
Evaluate key areas in assurance reviews, including alignment with the business case, management processes, overall progress in terms of time, cost, and quality, stakeholder relationships and perceptions, final outcomes and lessons learned, and benefits plans and realisation.

Person specification
Essential skills, experience and qualifications:
Proven experience in project management and assurance, preferably within a large and complex organisation.
Experience in leading and managing multiple projects and assurance activities.
Experience in the Defence sector or a similar environment.
Knowledge of assurance standards and methodologies.
Strong planning and organisational skills, excellent communication and stakeholder management abilities, and the capacity to report effectively and transparently.
A relevant project management qualification such as PRINCE2, MSP, or equivalent.
The successful candidate will be expected to work towards achieving membership of a professional body within a specified time frame if not already attained.
Desirable Criteria:
While specific qualifications and experience in military contexts are not required, equivalent industry experience in project management, or related fields is highly desirable.
Familiarity with government procurement projects, infrastructure, business change, or IT projects is advantageous.
