An exciting opportunity has arisen for an individual to undertake the full-time role of Asbestos Surveyor based at Kent Police Headquarters . Reporting to the Construction Manager, you will co-ordinate all administrative and technical functions and in doing so you will place the internal partners at the heart of the services in what you do. Excellent stakeholder management and being communicative with internal and external partners will be essential.



Manage all aspects of the identification, removal and making safe of asbestos found to be within the Kent Police estate ensuring contracts are completed in a safe, cost effective, and timely fashion whilst delivering the highest levels of service and client satisfaction throughout.



This will include specifying the work required, supervising contractors on site, certification of satisfactory completion and directly managing multiple on-going projects across the County of Kent and undertaking project handovers and PIRs of work undertaken to ensure the building is put back in operational use and that all building and M&E services are correctly functioning, working in close liaison with colleagues within the Estate Department.



Undertake annual inspections and re-inspections, surveying asbestos conditions within Kent Police buildings in order to prioritise the necessary work and develop a programme of remediation projects to be undertaken on an on-going basis.



Undertake regular and statutory audits, inspections and surveys to identify asbestos risks within the entire Kent Police Estate, specify the contracts for its safe removal and manage contractors whilst on site completing the necessary removal processes and encapsulation of asbestos containing materials (ACM).



This includes responsibility for preparing and managing the asbestos management plan (AMP) and undertaking necessary measures to keep the sites in an operational working order for colleagues, contractors or visitors to utilise.



Maintain accurate and up to date records of the findings from inspections and of the work undertaken to remove asbestos, ensuring that all information complies with legal standards and HSE regulations.



Prepare contract specifications for works to undertake the removal and making safe of asbestos, tendering, receiving, negotiating, and letting contracts in order to ensure that the works to be undertaken by contractors meet quality, timeliness and cost efficiency requirements. This will include managing, controlling, and overseeing all aspects of the contract(s).



Oversee work carried out by contractors once on site to ensure safety standards are met, that the security of the buildings are always maintained, and that the highest standard of workmanship is achieved.



Prepare and manage site-specific surveys, risk assessments and investigations, and detailed method statements ensuring compliance with all relevant HSE regulations, notifying the work to the enforcing authority when required to ensure high standards of health and safety are maintained at all times.



Work closely and collaboratively with colleagues within the Construction Team and other Estate colleagues and with external contractors, to ensure that asbestos management is maintained at the highest level.



Develop and maintain detailed knowledge, understanding and expertise in the management of asbestos and all relevant health and safety regulations to apply this to all work undertaken in respect of asbestos within the Force. This will include carrying out regular health and safety checks and ensuring that contractors are fully trained and competent for the work undertaken.



Kent Police offer incremental increases within this salary band, therefore the salary for this position will rise to a maximum of 54,597.00.
