Brief Description
We are excited to offer a fantastic opportunity for a Compliance Engineer in our Eastern Region Assessment Team.
The Buildings & Civils Team (Assessment) is a hard-working, friendly team, offering engineering expertise and technical knowledge about our buildings and structures assets to a number of varied stakeholders. We work principally from offices in York and Stratford.
As a Compliance Engineer you will be undertaking a range of engineering and technical processes. Your role will be central to implementing our evolving data management and Asset Information strategy, which will address how we shift from the past - using manual, isolated processes, to the future - automated, integrated systems, that prioritise data quality, accessibility, and advanced analytics. This evolution will empower us to make better use of data for strategic decision-making and operational efficiency.
Your role will enable the Region to use the data, now held in the Intelligent Infrastructure Nest and Citadel systems and legacy data sets, to understand and visualise the risk and value profile of assets.
The role will develop and improve the close liaison with the Asset Engineers within the team, and also other disciplines including the Route Engineer, other discipline teams, Works Delivery, and Supply chain partners.
You will be a key part of the development of existing or new processes and tools to enable your vision. You will own the measures for tracking the capability of structures assets by managing the structures asset data and information in accordance with company standards and systems, to inform structures asset management plans to efficiently achieve corporate objectives. You will supervise trends arising from structures assessment work undertaken from asset capability, risk assessments and failure precursors to inform organisational strategic intent and consistent embedment of industry best practice. You will undertake engineering verification activities in support of assurance processes including the maintenance of audit programmes and you will manage the review of proposals from other disciplines or external organisations that could impact on the route structures assets and/or programmes of work to identify potential synergies or conflicts.

About the role (External)
Key Accountabilities -
1. Support the monitoring of civil compliance indicators to assess compliance to civil engineering standards and initiate of follow up actions.
2. Contribute to development of national standards, procedures and training modules.
3. Provide input to the selection of audit topics and creation of audit rationale.
4. Manage the development of audit plans for key asset management activities within civil engineering.
5. Provide input to the development of the national framework for civil assurance.
6. Identify non-compliances against civil standards and engage stakeholders in formulating corrective actions to prevent recurrence.
7. Input to investigations into failures that affect the safety and condition of assets. Assist with the management of actions to mitigate the risks of recurrence.
8. Provide technical advice on standards and procedures to other members of the Asset Management B&C team
9. Input to the development of data analysis work to establish emerging trends in lead indicators as precursor to asset failure. Undertake subsequent analysis work.
10. Manage the tracking of all route specific safety recommendations arising from internal and external incident investigations.
Essential
HNC/HND or equivalent qualification or experience in Civil or Structural Engineering
Good knowledge of technical, safety and condition standards relating to the civil engineering assets
Working towards membership of a relevant professional institution
Desirable
Degree in a relevant subject
Incorporated Engineer or Chartered Engineer
Member of a relevant professional institution
Experience in data management, databases and information management working with large data sets
Experience in preparing reports and data visualisations
An understanding of the fundamentals of information architecture and data management strategies and techniques
Experience with software such as MS Access, Power BI, coding, and cloud based apps such as Salesforce.
