JOB DESCRIPTION
Responsible to: Responsible FInance Officer
Job Purpose:
To advise on and manage the Town Council's asset portfolio, in accordance with strategic objectives.

To undertake tasks as required to support the Council's range of events and festivals as directed.
Duties & Responsibilities:
1. Provide strategic advice in relation to specific assets and to achieve best value for the Council by producing options appraisals for the development of assets in line with strategic objectives and in accordance with the directions and policies of the Council.
2. Lead on and help shape the development and direction of the property portfolio and associated service delivery.
3. Work with the Strategic Projects Officer, to provide innovative solutions in relation to the asset portfolio, based on the needs of the community and ensuring that assets make an enhanced contribution towards the life of the community.
4. Provide and receive strategic advice and conduct negotiations in relation to Landlord and Tenant matters, including lease renewals, rent reviews and delivery of new lettings.
5. Develop and implement a robust Asset Management Plan including an Acquisitions and Disposals policy.
6. Work with the Responsible Finance Officer to update and maintain the asset register.
7. Commission and project manage external specialist contractors in relation to the development of the Council's asset base.
8. Ensure that capital projects are completed on time and on budget, by applying the principles of project management and undertaking due diligence.
9. Act as the Council's Clerk of Works for all projects.
10. Work with the Strategic Projects Officer, Responsible Finance Officer and Business Liaison Manager to procure external funding.
11. Prepare financial forecasts and budgets to ensure sound asset management.
12. Ensure all assets are maintained and managed in accordance with the Council's legislative framework and in close liaison with the Facilities Manager.
13. Work in close liaison with the Town Clerk, Operations Officer and Facilities Manager to achieve optimum Health & Safety and accessibility across the asset base.
14. Responsible for the preparation of risk assessments in relation to asset management.
15. Act in a polite, professional and capable manner at all times.
16. Undertake any other duties required by the Council consistent with the level and scope of the role. Person Specification
Essential Attributes - Educational Qualifications
Strong academic record with a degree or equivalent
Minimum 5 GCSEs (or equivalent) including English and Maths
Relevant Health & Safety qualifications or equivalent experience
Desirable Attributes - Educational Qualifications
Professional qualification - RICS qualified
Project Management qualification

Experience in property/asset management
Experience in project management
Commercial awareness
Good understanding of Contract legislation (UK Public Contract Regulations 2015)
Contract Management experience
Knowledge of conservation/historic buildings
Good working knowledge of Health & Safety
Proven competency in Microsoft Office and other software programmes, including database creation spreadsheets etc
Excellent communicator at all levels with both internal and external stakeholders
Able to produce compelling analytical reports and briefings

Track record of negotiating skills
