Asset Protection Engineer
We have multiple opportunities to join a growing high-performing team dedicated to maintaining the safety, integrity, and efficiency of one of the most complex rail networks in the world.
In Asset Protection (ASPRO) you will help with a variety of work across Kent, Sussex and Wessex, supporting the delivery of construction on, over, under or adjacent to the railway.
There are two distinct types of projects that ASPRO support, these are known as.
Third-party - may include train, freight and station operators, local Passenger Transport Executives, the Department of Transport, Private Financial Initiatives, Joint Ventures or Commercial developers.
Outside-Party - may include an individual or member of an organisation other than Network Rail which promotes, funds, designs, constructs, owns and maintains the works that are on or near the railway infrastructure.

About the role (External)
What You'll Be Doing
As the Asset Protection Engineer, you will:
Lead compliance with Network Rail engineering driven safety requirements and provide technical advice, conditions and approvals consistent with Network Rail policies and standards on allocated schemes Prioritise risk and provide assurance of robust engineering management for allocated outside and third party schemes.
Manage the mitigation of engineering and safety risk to the railway associated with proposed and real time outside and third party activities.
Provide technical advice in respect of all engineering design, technical specification and construction activities for safe delivery, including testing and commissioning, including site supervision where required.
Assess and review all outside and third party schemes for compliance with current legislation, including Construction Design Management (CDM) Regulations. Review engineering design and/or construction proposals and activities.
Monitor, assure and review all outside and third party schemes for compliance with Network Rail standards, procedures and requirements, regional specifications, systems and procedures to deliver a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities. Manage the engineering approvals and consents required for the design and implementation of projects
Facilitate outside and third party scheme change, with analysis of risks and contingency within the specific project life cycle on the basis of engineering detail, to provide consent to enable project delivery.
Manage relevant engineering activities so that schemes support programme requirements for outside and third party customers in a safe and environmentally responsible manner for time, cost and quality to deliver the safety and integrity of railway operations and infrastructure.
Apply relevant techniques and procedures of quantitative and qualitative risk assessment and hazard identification and analysis techniques to allocated schemes.
Support Social Value improvements working across teams to develop and support regional environmental requirements.
Carry out the duties of designated project engineer (DPE) for Outside Projects on specific projects and across various risk categories.
Carry out the duties of designated project engineer (DPE) for Third Projects on specific projects.
Support the Senior Asset Protection Engineer, where required, on the technical reviews of clearance proposals for the region, external planning applications and land use changes by external parties whilst safeguarding Network Rail's infrastructure and operational requirements.
Support the Senior Asset Protection Engineer and Asset Protection Technical Interface Specialist, where deemed necessary, to undertake reviews of external party applications for discharge of planning conditions and manage the review of engineering consents to works on ex-railway land, subject to restrictive Covenants in benefit of Network Rail.
Monitor internal and external design / specialist consultants and contractors for outside and third party schemes in respect of competence of contractor's design, construction and specialist workforce.
What We're Looking For
Essential:
HNC/HND or equivalent qualification or experience in Civil or Structural Engineering.
Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi discipline areas
Significant knowledge of technical, safety and performance standards and their application to asset protection activities
Clear understanding of CDM, with the ability to recognise CDM duties, and associated requirements under Health & Safety legislation
Understanding of the arrangements required for the independent assessment of work
Knowledge of risk assessment, including auditing internal and external engineering competency
Desirable:
Experience within an Asset Protection function
Previous experience in the management of outside and third party activities and mitigation of risk
In-depth knowledge of the operational railway and infrastructure
Proven experience delivering rail-related projects
Knowledge of safety management including the concept of safe by design principles
Knowledge of quality assurance
Membership of a relevant professional body working towards incorporated or chartered status
Knowledge of project management
