Key Responsibilities
Advise managers and staff on HR policies, employment terms, and legislative compliance.
Support and coach line managers on employee relations issues (e.g. disciplinary, grievance, performance).
Liaise with trade union representatives to resolve individual and collective issues.
Screen vacancies and match redeployment candidates to suitable roles across the council.
Conduct job evaluations using benchmarking data to ensure fairness and consistency.
Maintain and update casework databases and provide HR metrics to senior stakeholders.
Identify and resolve strategic, policy, or legal HR challenges.
Participate in recruitment processes, ensuring compliance with council procedures.
Contribute to HR policy development and project work.
Undertake research and prepare briefing papers for the HRBP.
Maintain professional development and network with HR peers.
Communicate effectively across departments and represent HR in working groups and meetings.
Ensure up-to-date knowledge of HR policies and respond to queries on employment terms.
Promote inclusive workplace practices and support the council's EDI agenda.
Person SpecificationQualifications & Experience
CIPD qualified or working towards (essential)
Proven experience advising on complex HR issues
Experience working with senior managers in a customer-focused HR environment
Strong casework management across disciplinary, grievance, attendance, and performance
Up-to-date employment law knowledge and practical application
Experience in employee relations and policy interpretation
Ability to lead change and support organisational development
