Job Description

We're looking for a Bid and Proposal Designer to join our team at 4OC. You'll help us show the value we bring to our clients by designing bids and proposals that are thoughtful, well-crafted, and focused on improving outcomes for people and communities.

: London (hybrid working)


Salary

: 50,000 to 60,000 DOE

Why This Role Matters




As a Bid and Proposal Designer you will be central to shaping how 4OC presents its value to clients. You'll lead the development of compelling proposals that blend insight, strategy, and creativity, helping us win work that delivers meaningful public impact across the UK and Ireland.


This is a role for someone who is proactive, can identify and shape opportunities and enjoys blending creativity and practical delivery. As part of our Business Development team, you'll be central to helping 4OC win new opportunities and make a real difference for the people our clients serve.


What You'll Do



Bid and Proposal Development:


Lead the design and development of persuasive, high-quality bids and proposals for public sector clients. Translate complex client challenges into clear, actionable, and visually engaging solutions. Collaborate with Account Leads to craft compelling narratives and value propositions aligned with win themes.
Collaboration and Quality:


Partner with subject matter experts to ensure solutions are deliverable, commercially sound, and impactful. Conduct quality reviews to ensure submissions are compliant, clear, and client focused. Support the continual improvement of proposal templates, libraries, and reusable content.
Business Development Support:


Identify and shape opportunities during pre-sales engagements. Contribute to strategic initiatives, frameworks, and thought leadership content that strengthen 4OC's public sector positioning.

Essential Experience




Proven experience in designing and delivering successful public sector bids or proposals. Strong understanding of UK public sector structures and commissioning processes. Excellent storytelling and writing skills, able to distil technical detail into compelling narratives. Strong problem-solving skills with an ability to simplify complex challenges into clear, actionable plans. Commercially astute with experience in pricing, cost models, and risk evaluation. Highly organised with the ability to manage multiple deadlines and stakeholders. Confident communicator, comfortable engaging senior leaders and clients. Collaborative, proactive, and motivated by social impact.

Desirable Experience




Experience using bid management tools or CRM systems (e.g., HubSpot, Loopoid, SharePoint). Experience maintaining solution libraries or reusable bid and proposal content frameworks. Experience contributing to innovation or thought leadership in public sector solutions. Experience shaping commercial or cost options for large-scale transformation projects. Track record of contributing to winning bids or tenders that delivered real impact. Experience in visual design or formatting for persuasive storytelling. Experience leading storyboarding or win-theme development sessions.
