Job Overview



City Borough Housing is seeking to appoint a Bid Writer to lead on new public sector tender opportunities. This will include managing the tender process from start to finish.

City Borough Housing is a property management company operating mainly in South East London with some accommodation in East London and parts of Kent. This role will support with expansion into other areas such as facilities management, cleaning, estate and housing management. As a Bid Writer you will aid this expansion by leading the tender process on behalf of the company.

This post will also support the Management team with projects and initiatives for the day to day property management operation.

We are looking for somebody who has;

Proven track record of writing successful bids.

Experience taking a tendering process from start to finish.

If you do not have direct bid writing experience, we will consider candidates with a background in policy writing.

A strong degree in any discipline - particularly where analysing information and developing written conclusions forms a significant part of the syllabus.

In depth knowledge of the Procurement Act 2023 (Desirable).

Duties & Responsibilities

:

Take overall responsibility for the planning, management and delivery of relevant tender opportunities.

Produce high scoring bid content in line with tender evaluation guidance/scoring matrix that clearly articulates the benefits of solution to meet specific client and commissioner needs.

Continuous monitoring of tender portals to identify tender opportunities to be presented to the General Manager.

Act as the main/ central contact for all tender applications.

Actively seek feedback on successful and unsuccessful submissions to inform future bids and improve overall quality of responses

Mobilisation of new teams/ business following successful bid.

Create bid summaries once tenders are logged into the system and present the tender opportunities and progress to the General Manager.

Lead the delivery of presentations and attending face-to-face meetings with clients (where required).

Attend networking and forum events to generate potential new contacts and business.

Develop and implement robust monitoring processes to ensure that each tender meets the requirements of the organisation.

To be able to work independently and under ones own initiative with a range of individuals and organisations.

Complete PQQs (Pre-Qualification Questionnaires), Invitation to Tenders (ITTs), tender documents and respond to quality-related questions in line with client expectations.

Develop content, answer plans and responses through to final versions, helping solution and refine the overall approach/strategy/response to maximise scoring. This will include identifying and proposing value-added solutions that enhance a bid's competitiveness.

Ensure all bid documents are accurate, compliant, and submitted with the necessary forms, certifications, and attachments.

Work with graphic partners to develop any graphics required.

Be responsible for the overall monitoring and management of all contracts to ensure they are providing value for money.

Keep abreast of procurement legislation, competitor activity to ensure that bids are competitive and aligned with market trends.

Track bids in progress, outlining potential risks and benefits, as well as the outcomes, collating feedback and providing points for improvement.

Administration of the central mailboxes, which involves processing and actioning internal and external emails in line with company processes and procedures.

To gather, analyse and synthesise a range of evidence, research, data and intelligence in order to support with bid writing and tender mobilisation.

Edit and proofread content to maintain clarity, coherence, and grammatical accuracy.

Ensure the delivery of identified service objectives and continuous improvement of service targets.

Undertake any other duties commensurate with the post.

Job Types: Full-time, Permanent

Pay: 45,000.00-65,000.00 per year
