Job Summary


Sixty-Four Consultancy is a specialist surveying firm with a national reputation in Social Housing, HMO Condition Surveys, and HMO Compliance Surveys. Based in Torquay Harbour, we work across the UK with a range of clients, including local authorities, housing associations, and global investment companies.

We are now seeking an experienced Building Surveyor to lead our Surveying Department and help drive the next stage of our company's growth.

Responsibilities



HMO Compliance Surveys

Conduct detailed inspections of Houses in Multiple Occupation (HMOs) to ensure compliance with Housing Health and Safety Rating System (HHSRS) and local authority licensing conditions. Assess fire safety measures, including means of escape, fire alarms, extinguishers, and emergency lighting. Verify room sizes, amenities, and occupancy levels against statutory requirements. Review electrical, gas, and water installations for compliance with safety standards. Identify hazards such as damp, mold, inadequate heating, or poor ventilation. Prepare clear, detailed reports with findings and recommendations for remedial works. Advise landlords and property managers on compliance improvements. Liaise with local authorities where necessary to ensure compliance standards are met.

Condition Surveys

Undertake inspections to assess the physical state of residential and mixed-use buildings. Identify structural defects, maintenance needs, and potential risks. Evaluate building materials, finishes, and overall integrity of the property. Prepare condition reports with photographs, prioritised repair recommendations, and cost estimates where required. Monitor and report on progress of remedial or maintenance works. Advise stakeholders on long-term property maintenance strategies.

General Duties

Maintain accurate records of inspections and communications. Ensure surveys are carried out in line with current building regulations, housing law, and professional standards. Provide professional, impartial advice to clients, landlords, and property managers. Keep up to date with changes in housing legislation, building standards, and HMO licensing regulations. Work independently and manage workload to meet deadlines.

Required Skills & Competencies



Technical Knowledge

Strong understanding of building regulations, housing legislation, and HMO licensing standards. Knowledge of construction methods, building materials, and typical defects. Familiarity with fire safety, electrical, and gas safety standards.

Surveying & Reporting

Ability to carry out thorough property inspections. Skilled in producing clear, accurate, and detailed reports. Competent in identifying risks, hazards, and compliance breaches.

Analytical & Problem-Solving

Strong diagnostic skills to identify causes of defects. Ability to prioritise remedial actions based on risk and compliance needs. Capacity to recommend cost-effective solutions.

Communication & Client Care

Excellent written and verbal communication skills. Ability to explain technical findings to landlords and non-specialist clients. Professional and diplomatic when dealing with tenants, landlords, and local authorities.

Organisation & Independence

Strong time-management and workload planning skills. Ability to work independently with minimal supervision. Attention to detail and commitment to accuracy.

IT & Reporting Tools

Competency in using surveying software and digital reporting tools (SafetyCulture). Proficiency with Microsoft Office (Word, Excel) for report writing and record-keeping. Comfortable using digital photography for evidence gathering.

Professional Standards

Commitment to continuing professional development (CPD). Knowledge of RICS (if applicable) or equivalent professional standards. Strong ethical standards and impartiality in assessments.
Job Type: Full-time

Pay: 35,000.00-50,000.00 per year
