ROLE PROFILE:
Part of the Markets division of LSEG, LCH Ltd is an international multi-asset class central counterparty clearing house (CCP), and is part of the London Stock Exchange Group. LCH Ltd serves a broad range of exchanges and Over-The-Counter trading platforms providing critical risk management services. It has a unique membership model and its customers span the globe and include major financial groups (including the majority of the major investment banks), broker-dealers and specialist commodity houses and a wide range of buy-side and real-money firms including major asset managers and large hedge funds.
Reporting into the LCH Ltd COO, the Business Controls Officer (BCO) is responsible for embedding the non-financial risk (NFR) framework, ensuring effective risk management, regulatory compliance and controls best practice in the first line of defense for LCH Ltd. The role is responsible for partnering with the entity second line, divisional risk teams, and other entity COOs, to promote and ensure the non-financial risk and controls agenda for LCH Ltd is best in class. This will involve designing, implementing, maintaining and monitoring a robust internal control environment that aligns with group wide risk frameworks, regulatory expectations and LCH Ltd's risk appetite. This includes measuring performance of the control environment against agreed metrics and provision of management reporting.
The role will promote a strong risk culture through driving awareness, accountability and proactive risk ownership. The role will also coordinate the operational risk teams embedded in business lines to monitor business activities, identify and document operational risks and design controls to mitigate the risks. The role will represent LCH Ltd to the wider LSEG Markets division and be part of the divisional BCO community.
KEY RESPONSIBILITIES:Establish a strong risk culture within LCH Ltd, including raising risk awareness and increasing risk management capability through training. Encourage open communication and speak up behaviours, building an environment where employees feel comfortable to raise concerns, flag near-misses or control weaknesses, and embed risk ownership into performance expectations.
Bring together federated operational risk teams from across various business lines and functions, to design and document strong end to end business processes, operating procedures and controls, as well as assigning clear roles and responsibilities. This will also include ensuring the robustness of Important Business Services' resilience posture, and testing the effectiveness of controls to ensure they are preventive in nature and adding to the resiliency of the business.
Take a lead in ensuring risks are identified, doing so through conducting risk workshops and working with key participants to surface emerging, operational and thematic risks across processes. Ensure risks are documented on Group systems (MetricStream), self-identified issues (SIIs) are reported, including supporting building an environment where individuals and teams feel confident to raise SIIs. Track the remediation of risks and SIIs, ensuring controls are in place, documented and tested.
Drive coordination within the first line for management of business and technology operational incidents or issues that occur, partnering with relevant 1st line NFR teams, business and functional heads as well as relevant 2nd line risk partners to remediate and resolve.
Perform risk assessments to identify, evaluate and prioritise risk based on likelihood and impact on the business. This will include completing Risk and Control Assessments for each business unit, performing an ongoing review of the control environment, and risk profile, as well as providing management reporting on the key risks and remediation plans for LCH Ltd. In addition, the role will also perform risk assessments on significant business changes such as strategic initiatives, technology upgrades, process redesigns or organisational restructures.
Take ownership of bringing together an aggregated control framework and assurance for the CCP, ensuring limit frameworks and key risk indicators are established for controlling risk exposures and there is consistency in design and application. Ensure control framework takes into account and aligns with Group frameworks. Lead LCH Ltd planning, delivery of and reporting progress on operational resilience, control enhancements, coordinate risk reporting and MI to support LCH Ltd leadership and risk committees to perform their risk duties and make risk-based decisions.
Formalise structure and engagement with second line risk and audit functions, building trusted relationships with the LCH Ltd Chief Risk Officer and Head of Internal Audit and their leadership teams. Establish local governance to support risk-based decisions, including regular risk forums with clear charters, roles and escalation pathways. Review second and third line requirements, ensure Group risk policies and standards are adhered to within LCH Ltd, coordinate attestations and policy change oversight.
Maintain a risk register and control library, reviewing regularly and seeking stakeholder approval. Design and produce metrics that report on risk performance against risk appetite, monitoring and reporting on progress. Ensure actions in place to keep risk within appetite.
Being a strong communicator, promoting a strong risk culture and coordinating across the federated first line risk teams within LCH Ltd, promoting risk awareness, implementing a common approach and consistency in documentation.
Support first line risk teams in their relationship and partnership with second line risk, with the role holder themselves developing a strong, influencing partnership with the second line.
Provide training on operational risk, including ensuring any attestations are maintained.

SKILLS AND EXPERIENCE:Extensive experience in an operational risk or controls role, which would include design and implementation of operational risk frameworks. This should be from within financial services and ideally an investment bank or FMI. Experience of embedding a risk culture within a complex, matrixed multi-national organisation with multiple lines of defence. Strong influencing and negotiation skills, with experience of influencing and remediating across first and second line risk teams. Self-starter with a commitment to excellence and a positive approach Quantitative and analytical skills, attention to detail, and a sense of urgency Ability to articulate and translate ideas into audience appropriate communication. Excellent interpersonal and presenting skills Excellent organisation skills with experience of organising meetings with a wide range of internal and external stakeholders.
