We work as both a principal contractor and a specialist subcontractor, supporting local authority and private sector clients while expanding into new strategic partnerships.
The Role
We are seeking an experienced
Business Development Manager
to help drive our next phase of growth. This is a key role that will focus on developing new opportunities, strengthening existing relationships, and supporting our work-winning strategy across highways, civils, and groundworks.
Key Responsibilities
Identify and secure new business opportunities across local authority, highways and civil engineering sectors
Build and maintain relationships with:
Local authorities
Highways departments and framework partners
Tier 1 & Tier 2 main contractors
Consultant partners and supply chain stakeholders
Lead and support the preparation of bidding and tender submissions (EOIs, PQQs, ITTs)
Attend networking events, meetings and site visits to promote the Keble Heath brand
Support bid strategy, pipeline development, and forward planning activities
Contribute to framework applications and re-procurement cycles
Track market intelligence including upcoming projects, frameworks, and tender opportunities
About You
We are particularly interested in candidates with:
Experience in a similar Business Development / Work Winning / Pre-Construction role
within construction, civils, highways, or public works
Existing contacts and relationships
with local authorities, highways departments, and main contractors
Proven ability to prepare and coordinate competitive bidding submissions
Understanding of public sector procurement routes and frameworks
Strong communication, presentation and negotiation skills
A proactive and commercially aware mindset
Full UK driving licence and willingness to travel for meetings
