The Buyer will play a crucial role in ensuring the effective procurement and supply chain management of goods, materials, plant, equipment, and services. This position is responsible for delivering a leading-edge procurement function that supports projects by providing required items on time, within budget, and to the specified quality standards. Key duties include preparing and issuing Requests for Quotations (RFQs), negotiating commercial terms and service levels with suppliers, issuing purchase orders with optimal terms, and managing regional framework agreements. The role involves close collaboration with internal stakeholders such as commercial teams, legal, supply chain partners, site project teams, design teams, and clients to maintain strong working relationships and ensure smooth procurement operations.
The Buyer will manage critical path items through to delivery, assess and approve suppliers, maintain procurement databases and software, and assist in resolving supply chain queries including invoice issues. They will contribute to the development and implementation of procurement procedures and subcontract documentation, participate in audits, and provide training on procurement systems such as IFS. Continuous professional development is expected to stay current with industry changes and innovations. The role requires a positive, solution-oriented approach and adherence to confidentiality and professional standards, including compliance with the CIPS Code of Conduct.
The Buyer will also have responsibility for supervising junior procurement staff such as Purchasing Administrators and Assistant Buyers, ensuring all procurement activities align with project goals and company policies.
Skills:
Minimum 5 years' procurement experience within Construction/Utilities sectors
Construction/Utilities technical qualification
Strong negotiation and commercial skills including KPI management
Ability to prepare and issue RFQs and purchase orders with correct terms
Experience managing framework agreements and supplier assessments
Excellent organisational and time management skills
Clear and concise communication skills
Ability to work under pressure and meet strict deadlines
