About the role

The London Borough of Barnet has a large and diverse portfolio of capital projects and needs high calibre project and programme management to help shape and deliver plans to deliver key infrastructure to support the significant growth across the borough.


The authority has recognised the need for a dedicated central team to provide high quality, consistent and effective delivery of the capital portfolio and is continuing to build and grow an in-house team to lead and manage all capital schemes in the borough.


We are now looking to recruit an experienced portfolio lead/programme manager to deliver the Council's programme of retrofitting and decarbonisation works to support our ambition to becoming a net zero council.


In this exciting and newly created role, the Towards Net Zero Portfolio Lead will be responsible for the delivery of retrofitting LBB's built stock, providing (where possible) heat and hot water from decarbonised sources (i.e. heating powered by electricity, not gas). The post holder will also be responsible for delivery of other TNZ initiatives and may also be involved in wider projects and programmes in particular across Education, Street Scene and Greenspaces and Leisure portfolios.


Projects under control of the post holder will typically be capital schemes that the Council is procuring and delivering directly although the role will be involved in some projects delivered through other means.

About you

PRINCE2 or equivalent project/programme management qualification Preferably a degree in a property related discipline such as surveying, town planning and/or membership (or working towards such) of a professional body in the land and property discipline such as RICS or RTPI or other appropriate professional qualifications. Extensive experience of working at senior level in the delivery of Capital Schemes Deep knowledge and practical delivery of capital schemes from inception to occupation and project closure (post Defects Resolution Period). In particular; Infrastructure schemes such as Education, Greenspaces and Leisure, and retrofitting.
