Purpose of the post



Ensure that the people of Gwynedd are at the heart of everything we do. A seasonal 3 month position involving street, road, and open space cleaning as well as operating associated vehicles.

Responsibility for functions



Responsible for vehicles and plant relevant to the service.

Main duties




Cleaning streets, roads and open grounds as well as emptying public bins and collecting fly-tipping waste in accordance with relevant work programmes, instructions and policies.


Task

Empty waste and sweep streets, roads, playing fields and cemeteries and any other location as directed by the Line Manager. Empty a series of street bins, dog waste bins, multipurpose bins and recycling bins in accordance with the programme. Dealing with hypodermic needles, roadkill, cleaning animal droppings, human droppings etc. Assist with clearing fly-tipped items. Work within the times specified by the employer to ensure that the most effective and efficient service is delivered to residents. Be flexible to work across the county as needed. Engage in weeding as needed. Work in urban and rural areas in all weather conditions. Use any equipment provided by the Service to assist with the day-to-day cleaning. Ensure relevant sanitation levels are adhered to meet acceptable standards to external cleanliness audits carried out throughout the year. Attend any relevant training provided by the Service. Use any information technology systems that may be introduced by the Service to assist with service delivery, reporting etc. Assist in moving the Service forward by offering suggestions for improving, designing and implementing street cleaning/bin emptying circuits, contributing to the inclusion of risk assessments etc. Complete administrative work related to the job e.g. daily worksheets, network reports, waste transfer notes etc. Empty vehicles at one of the Council's waste treatment facilities, or one operated by an external company, using the 'tipping' mechanism, and ensure the vehicle leaves the site clean.

Health and Safety

Responsibility for ensuring the safety of yourself, your colleagues and members of the public. Work in accordance with management procedures safely, risk assessments, Council policies and adhere to the appropriate health and safety legislation. Wear bright high visibility jackets, ballistic trousers, safety boots and any safety clothing or relevant uniform. Participate in Health and Safety audits, BSI etc. and demonstrate awareness of the risks and compliance. Report and assist with completion of accident / violent incident reports (HS11 forms) as well as insurance forms. Comply with specific rules, regulations and instructions at waste transfer sites. Attend the Council's Health Surveillance Assessments as necessary.

Vehicle and Driving

Driving Category B vehicles (up to 3.5T) e.g. light commercial vehicles. Carry out daily checks on any vehicle every morning to ensure it is safe to be on the road. Record all checks and report any defects. Routine maintenance including checking the vehicle's oil and water levels. Ensure the vehicle is kept clean. Drive any vehicle provided by the Service in a safe and courteous manner in accordance with road speed restrictions and within the requirements of law. Undertake a dynamic risk assessment in terms of cleaning or emptying waste and determine the safest location to locate the vehicle on the road while the work is taking place.

Customer Care

Ensure the highest possible level of customer care. Confidently and enthusiastically liaise with members of the public and businesses.

Reporting and Compliance

At the end of the working day, report to the team leader any collection issues or problems that have arisen. Comply with all internal policies and procedures regarding illness reporting and annual leave requests.

Corporate

Responsibility for self-development. Ensure compliance with workplace Health and Safety rules in accordance with the responsibilities set out in the Workplace Health and Safety Act 1974 and the Council's Health and Safety Policy. Act within the Council's policies in relation to equality of opportunity and equality. Responsibility for managing information in accordance with the Council's information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation. A commitment to reduce the Council's carbon emissions in line with the Carbon Management Plan and encouraging others to act positively towards reducing the Council's carbon footprint. Undertake any other equivalent and reasonable duty that aligns with the salary level and level of responsibility of the position. Responsibility to report a concern or suspicion that a vulnerable child or adult is being abused.

Special circumstances



The Street Cleaning Service operates seven days a week between the hours of 05:00 and 16:00. The postholder will be scheduled to work Wednesday through Sunday, including weekends. Occasional overtime may be required as operational needs arise. The postholder must be available to assist outside of regular working hours in the event of an emergency. Rest days and annual leave must be arranged in consultation with the line manager. The average working week will consist of 37 hours. * This is a temporary post for a period of three months, with the possibility of extension subject to service requirements.
