The Performance and Data Manager will be responsible for managing a team of data, performance, finance and compliance functions, in support of the Central Surgery Business. They are responsible for the development and maintenance of appropriate data systems, ensuring effective data collection management security, handling, analyses and sharing. They will lead a team that develop and deliver data analysis for reporting purposes, to support operational delivery, resource management, business planning and financial management. The post-holder will act as the main point of contact for Information Governance, to ensure the business complies with regulatory, organisational and group policies and regulatory requirements.
The Performance and Data Manager will report to the Board of Directors (Bofds) & Operational Management (Ops Team) on a monthly basis, on how the Central Surgery is performing against QOF, DES. LES and KPI indicators & PCN IFF indicators to highlight areas that need investigating to ensure income streams are optimised. There will be a requirement to attend meetings face to face, on site, as and when required. The post holder will provide support to the Medical Director, Chief Executive Officer and Finance Manager to identify different patient cohorts, in relation to Central Surgery Population health and health inequalities, so that the business can analyse and interpret data, and determine how primary care services can support the wider Integrated Care Area initiatives for population health management.
The post holder will be responsible for presenting a variety of data and information in a visual and understandable format to enable effective decision making by the (bofds). The post holder will be responsible for managing all data collection systems and development of systems and processes for managing Central Surgery performance information in the most effective and efficient way. The post holder will provide project management support to the implementation of any new clinical or other IT systems that Central Surgery may implement as part of improvements or wider Integrated Care Area initiatives. The post holder will be responsible for ensuring all Data Impact Assessments and Data Sharing agreements are in place for any contracts and systems with stakeholders ensuring governance is met.
This is a new role and therefore duties and responsibilities will evolve and will be the subject of review. Primary Duties and Areas of Responsibility The following are the core responsibilities of the Data and Performance Manager. There may be, on occasion, a requirement to carry out other tasks; this will be dependent upon factors such as workload and staffing levels: Data and Performance Analysis Develop and manage the production of routine and ad-hoc performance reports, data submissions and audits to share with the (Ops Team) and the PCN communicating complex statistical and analytical information. Provide business performance insight alongside the data, identifying trends and possible causes to allow effective decision making.
Where appropriate, liaise with internal and external stakeholders to ensure their reporting requirements are fully understood, that data is developed in line with both local and national requirements and that intelligence provided meets those needs. Work closely with Emis and other AI solution stakeholders to ensure that I.T. systems meet the functional and reporting requirements of the business. Ensure all data is up-to-date and is collated and stored safely, to fulfil reporting requirements.
Establishing processes that enable regular data cleansing, comparing complex data from a variety of sources to ensure quality, consistency and accuracy. Liaise with data providers in instances of anomalies, training those responsible for accurate data input. Implement data quality initiatives, ensure they are actioned and monitor effectiveness. Collaborate with (bofds) and operational management team to capture and audit of clinical outcome data, patient satisfaction, feedback and complaints.
Work alongside (bofds) and operational management team to identify areas where audits and reports could be developed to support quality improvement. Lead on the presentation of Performance dashboard and reports and contribute to discussions where areas for improvement are identified. Lead on providing user-friendly dashboards to the (bofds) and Operational Management Team for monitoring of compliance (e.g. clinician activity, clinical outcomes).
Information Governance Work closely with Central Surgery (bofds) and SWL Data Protection Officer to ensure coordinated plans, policies and procedures in relation to data protection are implemented, adopted and maintained. Responsible for the submission of the annual Data Security and Protection Toolkit and maintenance of the action plan to ensure compliance and ongoing improvement. Maintain Information Asset Registers, liaising with the (bofds), ops team and other stakeholders with regards to Information Risk Issues. Complete Data Protection Impact Assessments in support of new digital contracts and updated internal processes/systems Lead and oversight of the processing of Subject Access Requests.
Responsible for the investigation of any data breaches in accordance with internal policy, local and national regulatory requirements and advise on appropriate remedial actions as required. Review and preparation of Data Sharing Agreements for new contracts and contract variations. Compliance Develop and maintain oversight of compliance, notifying relevant parties of actions required and reporting any issues to management, in a timely manner. Work with the (bofds), ops team and external stakeholders to understand all obligations and ensure they adequately in all compliance reporting.
Undertake audits of understanding and compliance with information and governance policies and procedures. General Responsibilities Collaborate with Ops Management team to where appropriate, line management of post holders associated with the Data and Performance Team (this would include responsibilities such as: managing performance, absence, training, personal development, and personal wellbeing). Work collaboratively with others and demonstrate effective communication, both written and verbal with colleagues, patients and other stakeholder at all levels. Support delivery of Central Surgery goals, achieving quality outcomes, prioritising own workload.
Lead on compliance with standard processes/procedures for all AI solutions Contribute to service development and transformation through constructive contribution at team meetings etc. Secondary Responsibilities In addition to the primary responsibilities, there may be a requirement to undertake other duties as reasonably required to support the organisation, which may include work within the PCN. This may also include work outside of the post holders normal sphere of activities, including functions not detailed within this job description.
