Organisation Overview



PML was founded in 2004 by a small group of GPs with the main aim of ensuring local NHS healthcare professionals had an opportunity to bid for, and provide, innovative healthcare services. We have a growing number of employed staff, plus service contracts with local health professionals (GPs and primary care counsellors) to deliver services in a range of NHS and surgery premises across Oxfordshire and Northamptonshire.





We believe that local care providers, who know and understand the health needs of their own patients, and who are used to working collaboratively in their region, can provide the best quality and most cost effective integrated primary care services. Lead GP - Urgent Treatment Centre




Two clinical sessions per week



We are seeking a strong and values driven lead General Practitioner (GP) to join our Urgent Treatment Centre; whilst working alongside fellow GP's, and Advanced Practitioners (APs) we expect the post holder to deliver and meet the NHS UTC Standards as we continue our commissioning model.


Working alongside the UTC Clinical Manager, the Lead GP needs to have a high-quality agenda in order to lead on clinical pathways and standards, lead on clinical governance, audits and professional development of the UTC GPs and APs, alongside ensuring financial governance and value for money.


One of the aims of PML is to develop the UTC as a learning environment for doctors in training and APs and are seeking an enthusiastic and skilled educationalist to take this forward.


We expect the post holder to have a full understanding of the UTC environment. This is an excellent opportunity for an established GP to further develop clinical management and leadership experience in a multi-professional setting. You will have a track record of excellence in care delivery, have experience of leadership and change in a related setting.





The Clinical Lead for UTC

As Clinical Lead for the UTC, you will oversee delivery and drive development with a clear focus on continuous improvement of the patient experience. You will be responsible for:





Clinical governance of the UTC including audit, quality improvement and staff development Close collaboration with colleagues in OUH to improve patient care and patient pathways Responsible for quality of the service, including skill and competencies of GPs Clinical expertise, making a final clinical decision when needed Leading on investigations of complaints & incidents, ensuring these are always reported and treated as an opportunity to improve services Expertise on CQC outcomes and compliance in the delivery of the service Recruitment & development of team members Enabling every member of the clinical and admin team to actively contribute to service improvements whether this is through sharing achievements, taking agreed, calculated risks or expressing challenge / dissatisfaction without prejudice Work closely with PML Directors to develop the service in agreement with our commissioners Ensure service is aligned to National and Local Health policy, and any implications understood by the PML management Developing / reviewing evidence-based clinical protocols/guidelines to drive clinical intervention Critically analysing data/information to inform/change patient care practices Develop and maintain appropriate documentation/records in accordance to PML policy Maintain own professional and personal development including revalidation requirements Working alongside the clinical team to triage referrals, offer virtual appointments and / or in-person clinics Assessing the health needs of patients with undifferentiated and undiagnosed problems Screening patients for disease risk factors, early signs of illness and health education Contributing to the effectiveness of the team, reflecting on own and team activities and making suggestions on ways to improve and enhance the teams performance and service expansion Supporting our complaints policy and procedure to ensure proper investigation and appropriate follow-up action in the event of a complaint being made about any aspect of the service provided or any personal provider of the service Contributing to individual case discussions at MDTs Collecting data necessary for excellent patient record keepingand for audit purposes Maintaining strict confidentiality around any information that warrants it relating to patients and their carers, practice staff and other healthcare workers, the practice or business organisations. Promoting and maintain own and others health and safety and security as defined in PMLs Health and Safety Policy, including reporting any potential risks. Promoting the equality, diversity and rights of patients, carers and colleagues CPD and training programme as required to maintain own skills and/ or implemented by PML as part of this employment Participate in annual individual performance review, including taking responsibility for maintaining a record of own personal and/or professional development to meet GMC revalidation requirements

Main duties of the job




Reporting to the Director of Community Services, the lead GP must work with the UTC clinical manager, taking responsibility and being accountable for all aspects of the UTC and its performance, including the delivery of operational KPI's and financial management ensuring that a safe and effective patient service is always delivered, in line with national and locally agreed standards ensuring effective and efficient use of resources.


To lead and develop a culture of continuous improvement across the UTC service


To lead the clinical governance agenda within the service and ensure appropriate governance arrangements are in place ensuring that the UTC Clinical Manager understands delegated authority to assist in this too.


To lead on and respond to audits, incidents and complaints and ensure learning is embedded in the service

MAIN RESPONSILITIBTIES:









With the Director of Community Services, lead the UTC team taking responsibility and being accountable for all aspects of the UTC and its performance, including the delivery of operational KPIs and financial management.





Working closely with the UTC clinical Manager, ensuring that a safe and effective patient service is always delivered, in line with national and locally agreed standards ensuring effective and efficient use of resources.





To facilitate delivery of objectives in partnership with colleagues.





To lead and develop a culture of continuous improvement across the UTC service.





To lead the clinical governance agenda within the service and ensure appropriate governance arrangements are in place.





To lead on and respond to audits, incidents and complaints and ensure learning is embedded in the service.





To lead on issues relating to the medical workforce, this will include taking responsibility for recruitment, retention, job planning, absence management and the appraisal process.





Actively support the rota and medical staffing to ensure safe staffing levels across the UTC





To actively manage sickness of all medical colleagues and facilitate return to work and wellbeing conversations.





To ensure improvements against CQC inspections, Audits and learning events are embedded and promoted within the UTC service and across the Trust.





To ensure all medical colleagues of all grades meet their full potential and have annual appraisals.





To contribute to clinical networks both internal and external to the Trust as requested to do so in conjunction with the Director of Community Services.





To ensure that the UTC manages its income and expenditure budget within target and ensures optimum financial performance including identification and achievement of cost saving programme.





To operate within the required behaviours and values of PML.





Lead by example in the delivery of the teams performance.









PROFESSIONAL/CLINICAL RESPONSIBILITIES:







Clinical Assessment:

Conduct thorough medical assessments, diagnose conditions, and develop appropriate treatment plans.

Patient Care:

Provide high-quality clinical care to patients presenting with a wide range of urgent medical conditions.

Emergency Management:

Manage and treat minor injuries and illnesses, ensuring timely and effective intervention.

Referral and Follow-Up:

Make referrals to specialist services as needed and ensure appropriate follow-up care is arranged.

Patient Education:

Offer health education and preventive care advice to patients and their families.

Record Keeping:

Maintain accurate and up-to-date patient records in line with NHS standards and protocols.

Collaboration:

Work collaboratively with a multidisciplinary team, including nurses, allied health professionals, and administrative staff, to deliver integrated care.

Quality Improvement:

Participate in quality improvement initiatives and contribute to the development of best practices within the UTC.

Compliance:

Ensure compliance with clinical guidelines and protocols to provide safe and effective patient care.

Continuing Education

: Ensure all UTC GPs and ACPs stay current with medical advancements, guidelines, and best practices through continuous professional development.

Lead on job planning for medical staff within the UTC

ADDITIONAL REQUIREMENTS







1. Risk Management (Health & Safety)




a) You will always follow risk management procedures.





b) You are personally responsible for Risk Management issues in respect of yourself and your colleagues.





c) If you identify a potential hazard, you should report it to the Director of Community Services.





d) You must always use the safety equipment provided and report any defects. You must attend Risk Management Training as directed.





e) In conjunction with the UTC clinical manager, you will ensure that there is an annual Risk Management audit in your area and make sure that where necessary, an action plan eradicating risks is drawn up and implemented.





f) Should you need help in resolving Risk Management matters, you must seek assistance







2. Infection Prevention and Control




a) You are personally responsible for ensuring that you protect yourself, patients, visitors, and colleagues from the risks of infection associated with health care activities and the care environment.





b) You must always adhere to infection prevention and control policies liaising with the Director of Community Services.





c) You must attend regular infection prevention and control update training.





d) You should always promote and demonstrate good practice for the prevention and control of infection.

To report any concerns, without delay as per the relevant policies, keeping clear records, and following up as required to ensure necessary actions have been taken.



6. No Smoking Policy




PML operates a no smoking Policy which states that smoking is prohibited within all premises and on the site. This includes entrances, exits, cars, lease cars, car parks, pavements and walkways, areas hidden from general view and residences. As an employee of PML, you are expected to comply with this policy, failure to do so may result in disciplinary action being taken under PMLs Conduct and Disciplinary Policy.

Person Specification





The job holder will have:





Qualifications


MRCGP or equivalent. Must be on the National Performers List. Valid registration with the GMC with License to Practice. Be on the GMC Trainers/Educators list
Recent evidence of continued academic and professional development.



Experience


Previous experience in Primary Care - essential Previous experience working in Urgent Treatment Centres - desirable Experience providing supervision and mentorship essential Evidence of providing strong clinical governance in a primary or secondary health setting - essential



Skills and Knowledge


Self-motivated, able to work without supervision, using own initiative to complete tasks. Well-developed influencing skills combined with a facilitative and supportive style of working. Ability to prioritise work and meet deadlines abiding by performance requirements. Excellent interpersonal and communication skills. Evidence of commitment to continuing professional development (CPD). A desire and ability to mentor others and support the clinical care provided by the multi-disciplinary team. X-Ray interpretation skills desirable. ECG interpretation skills. Knowledge of the management of minor injuries. Willingness to develop further skills relevant for the UTC service. Understanding of the NHS England UTC Principles and Standards.

Qualifications and Experience:




Membership of the Royal College of General Practitioners Full GMC registration with a license to practice. Relevant experience in general practice/urgent care. Strong clinical and diagnostic skills. Excellent communication and interpersonal skills. Ability to work effectively in a fast-paced environment. * Commitment to patient-centred care.
