On behalf of the DSTL, we are looking for a Commercial Manager Inside IR35 for a 12 month contract based Hybrid Working (2/3 days per week in Salisbury and remaining WFH)



DSTL is the Ministry of Defence (MOD)'s science and technology organisation, providing unique expertise, crucial insights and delivering battle-winning solutions for the benefit of the nation and allies. DSTL is one of the principal government organisations dedicated to science and technology in the defence and security field. DSTL supplies specialist and sensitive services to MOD and wider government, working collaboratively with external partners in industry and academia and worldwide, providing expert research, specialist advice and invaluable operational support.

Role purpose:

DSTL has a requirement for a Commercial Manager to work at Dstl within the Estates Commercial team.



SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.



The main duties and responsibilities of the Commercial Manager would be to:

Provide procurement and contract management support to the Estates Portfolio in an NEC4 environment. Requirements vary in value and complexity and mostly relate to design and construction (RIBA Stages 0-7). Work closely with Project Managers to help articulate requirements (Scope) and determine the most appropriate routes to market, often selecting from a range of Public Sector Framework Agreements e.g. Crown Commercial Services. Drafting Commercial Strategies for inclusion in business cases. Work alongside the NEC PM to provide general contract management e.g. negotiation and implementation of Compensation Events, as well as administration and management of all contracts, in line with MOD Commercial policies and Government Commercial Function contract management standards. Pre sourcing, sourcing and contract management activities including managing stakeholder and supplier relationships.

Essential:

Experience with Public Contract Regulations (PCR), Defence and Security Public Contract Regulations (DSPCR). Working knowledge of Procurement Act 2023. Experience of working in a commercial team specifically supporting significant design and construction programmes. Extensive experience of NEC4 contracting, specifically Engineering Construction Contracts (ECC) and Professional Service Contracts (PSC); an NEC4 accreditation would be beneficial. Communication with suppliers and internal stakeholders will be also required. An ability to communicate priorities and business plans to internal and external stakeholders, whilst ensuring that all programmes and projects deliver to time, cost and quality. NEC4 Contracting experience and placing contracts in accordance with Public Procurement Directives/Procurement Law.
