Buckinghamshire Council is seeking a dedicated
Commissioning Officer
to join the Children in Care and Sufficiency Team within our Adults and Health directorate. This is a fantastic opportunity to contribute to meaningful change and help shape services that make a real difference in people's lives.
Our new Commissioning and Procurement Hub brings together strategic commissioners with operational commissioning, including Quality and Placements, and procurement colleagues. By combining our skills, experiences and lessons learned, we ensure the most effective approach to supporting all stages of the commissioning cycle, complementing other Council teams to maximise the quality and value for money for our residents.
Contract: This is a fixed term contract/secondment opportunity for 6 months covering maternity leave.

About the role
As a Commissioning Officer, you will play a key role in supporting the full commissioning cycle - from needs assessment and service design to procurement and performance monitoring. You'll work closely with the Council and the Integrated Care Board (ICB) to deliver high-quality, value-for-money services that meet the needs of our residents.
Key responsibilities include:
Supporting strategic needs assessments and business planning.
Assisting with financial oversight, invoicing, and budget monitoring.
Implementing performance reporting and contract management processes.
Engaging with providers and stakeholders to co-produce services.
Contributing to innovative commissioning solutions and continuous improvement.
This role requires excellent analytical, communication, and project management skills, as well as a strong understanding of the health and social care landscape.
Any-Desk:
As an 'any-desk' worker, you'll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required. You will be required to work from the office a couple of times a week, depending on your role and team requirements.
About you
You will be a proactive and analytical professional with a passion for improving public services and outcomes. With a solid understanding of the commissioning cycle and the health and social care landscape, you will bring both strategic insight and attention to detail. You will thrive in collaborative environments, communicate effectively with a range of stakeholders, and are confident managing multiple priorities.
To succeed in this role, you will have:
Experience in commissioning, contract management, or a related field.
Knowledge of health and social care systems, policies, and best practices.
Strong research, analytical, and problem-solving skills.
Excellent communication and interpersonal abilities.
A degree or equivalent experience, with a commitment to ongoing professional development.
You will be someone who is values-driven, outcome-focused, and committed to making a difference for vulnerable people in our community.
