The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.





It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.





When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.





Grace became a driving force behind our first Citizens' Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we're holding more assemblies to continue community involvement in local decision-making.

The Role:

As a Hub Navigators Team Lead you can make your own powerful contribution to Westminster's success. You'll join our Community Hubs programme, which helps residents access the services, guidance and advice they need, and makes a positive contribution to the health, wellbeing and resilience of the diverse communities we serve. Developing and leading our approach to the Hub Navigators model by working with communities, partners and services, you'll design, deliver and lead the implementation of the model and service provision, managing the team and responding to both local and organisational needs.





Ready to lead internal engagement with our service areas, external partners and communities, and committed to establishing strong working relationships and SLAs as we deliver a successful service, we'll expect you to develop and manage a Hub Navigators engagement programme that creates rewarding development, delivery and learning partnerships. Embedding resident participation and feedback in the Community Hubs programme will be another key task, as will ensuring the programme engages, supports and includes a wide range of internal, external and community stakeholders.





You'll have a number of additional responsibilities - these include managing consultants who are delivering training, learning and other activities, and helping to ensure better outcomes and services for stakeholders, communities and residents by supporting the development of the Council's strategic focus. We'll also expect you to actively engage, communicate and influence within the council, across partners and with the wider local and central government community to champion our approach to unified public services.

About You:

With well developed experience of leading and managing face-to-face resident services that focus on prevention and early intervention, you'll have a proven record of delivering projects and implementing service improvement initiatives, particularly in customer service and community access settings. It's important that you possess the ability to offer strategic direction and careful attention to operational detail, and you should also be capable of coordinating work across multiple council departments including Housing, Adult Social Care and Children's Services, and with our external partners.





We'll expect you to have hands-on knowledge of service and programme development, budget management, resource deployment and performance monitoring, and the ability to monitor, analyse and report on service delivery, using both qualitative and quantitative data to drive continuous improvement and inform strategic decisions. Adaptable, flexible and agile, you'll also be ready to build and maintain collaborative relationships with senior managers, councillors, external organisations, community partners and residents as you work to achieve shared goals.





Your strong people management skills will allow you to work effectively on the ground with our Hub teams, and in addition to being inspiring, well-organised, effective and passionate about improving outcomes for our communities and their residents, you'll also be a role model for the principles of equity, diversity and inclusion. It goes without saying that you'll be a good manager of projects, planning and logistics, and your financial and budgetary skills will allow you to determine, analyse, monitor and evaluate performance indicators and data, and present complex information clearly to a range of different audiences.
