We are looking for a proactive and motivated Compliance Manager to join our Legal, Compliance & Risk team at LGPS Central. Reporting to the Senior Compliance Manager, you will play a key role in ensuring the effective operation of our compliance framework and supporting the business in meeting regulatory obligations.
This role is central to ensuring we meet the highest regulatory and governance standards as we deliver on our Fit for the Future plan and prepare for Pool growth in line with Government ambition.
What you'll be doing:

As a Compliance Manager, here is a flavour of what you'll get involved in:
Support the Senior Compliance Manager implement a robust compliance strategy and framework during a period of sustained growth for LGPS Central.
Promote and embed a strong compliance culture across the company.
Manage the execution and ongoing review of the Compliance Monitoring Programme, to ensure risks are accurately identified and monitored.
Provide proactive compliance advice to first and second line teams in relation to general compliance topics, including product development, FCA handbook requirements (e.g., PROD, COLL), and policies and procedures.
Support the Senior Compliance Manager with the timely reporting (to the Depository and other parties as required) and resolution of compliance related incidents, including identification of "lessons learnt".
Support with the oversight of investment guideline monitoring in Bloomberg.
Support with horizon scanning activities, the review of regulations and legislation, and how they impact LGPS Central.
Support the execution of the compliance training programme, ensuring staff are informed of regulatory obligations and best practices.
Support the MLRO and Senior Compliance Manager execute the financial crime framework, including KYC/CDD checks and their ongoing review.
Review and monitor outsourced service providers to ensure compliance with mandates.
Support the development and maintenance of Compliance policies and procedures.
Support with the preparation of compliance reviews by regulators, clients, and other third parties, including follow up actions.

Requirements
================
Experience
Relevant compliance experience (4 years+) in an FCA regulated environment, ideally asset management.
Experience of direct line management is desirable but not essential.
Knowledge
Knowledge and experience of UK regulations, including AIFMD and MiFID II.
Knowledge and experience of the FCA Handbook, including COLL, COBS, and ESG.
Understanding of public and private fund structures. For example, collective investment schemes and limited partnerships.
Familiarity with compliance frameworks and monitoring programmes.
Familiarity with investment guidelines (e.g. in fund offering documents) and their monitoring.
Knowledge of financial crime compliance (including AML and MAR) is desirable but not essential.
Competencies
Excellent communication skills. Able to translate complex and technical matters into clear and relevant guidance.
Strong problem solving skills, with a pragmatic approach to resolving issues.
Excellent writing and presentation skills.
Able to motivate and inspire colleagues, promoting a high performance culture within the Compliance Team.
Detail orientated with strong organisational skills to manage competing priorities.
Strong interpersonal skills and able to build effective relationships at all levels internally and externally.
Active participant in professional development, with an interest to further advance their compliance knowledge.
Qualifications
Relevant compliance/industry qualification (e.g. CISI, ICA) is desirable but not essential.
A degree (e.g. law, finance) is desirable but not essential.
Familiarity with LGPS or public sector pensions is desirable but not essential.
