Job Purpose

The Compliance Officer is responsible for ensuring that the domiciliary care service operates in full compliance with regulatory, legal, and contractual requirements. The role supports the Registered Manager by maintaining high standards of governance, safeguarding, documentation, and quality assurance across adult and children's services, while ensuring the organisation remains inspection-ready at all times.

Key Responsibilities

Regulatory and CQC Compliance

Ensure ongoing compliance with all relevant legislation, regulations, and guidance, including CQC Fundamental Standards. Support preparation for inspections, audits, and regulatory reviews. Maintain systems and evidence to demonstrate compliance with CQC Key Lines of Enquiry (KLOEs).
Children and Young People (CYP) Compliance

Ensure services for children and young people meet safeguarding, SEND, and local authority requirements. Maintain compliant CYP documentation including care plans, risk assessments, PBS plans, consent forms, and reviews. Monitor safeguarding practices and ensure timely escalation and reporting of concerns.
Staff Compliance, HR and Workforce Documentation

Maintain accurate and up-to-date staff files, including DBS checks, right to work, references, training records, supervision, and appraisals. Monitor mandatory training compliance and highlight risks to management. Support HR processes such as disciplinary procedures, investigations, suspensions, and performance management in line with company policy and employment law.
Home Office and Immigration Compliance

Ensure compliance with Home Office requirements for sponsored, student, or visa-restricted staff. Monitor working hours, contracts, attendance, and visa conditions. Support internal audits and reporting obligations related to right-to-work compliance.
Policies, Procedures and Governance

Develop, review, and update policies and procedures in line with legislation and best practice. Ensure policies are embedded in practice and staff are aware of their responsibilities. Support governance frameworks that demonstrate accountability and continuous improvement.
Audits and Quality Assurance

Conduct regular audits of care plans, risk assessments, MAR charts, daily notes, incident logs, and staff records. Produce action plans, monitor progress, and follow up on outstanding actions. Identify trends, risks, and areas for improvement and escalate appropriately.
Safeguarding, Incidents and Complaints

Support the management of safeguarding concerns, incidents, and complaints. Assist with investigations, documentation, and learning outcomes. Ensure lessons learned are shared and embedded into practice.
Legal and Risk Management Support

Support compliance with employment law, safeguarding law, data protection (GDPR), and duty of candour. Assist in preparing documentation for legal reviews, complaints responses, and external investigations. Maintain clear audit trails to protect the organisation legally and regulatorily.
Advisory and Support Role

Act as a compliance advisor to management, coordinators, and office staff. Provide practical guidance and promote a culture of learning, openness, and quality improvement.
Person SpecificationEssential

Experience in compliance, quality assurance, or governance within health or social care Strong understanding of CQC standards and regulatory frameworks Excellent attention to detail and organisational skills Ability to manage sensitive information professionally and confidentially Strong written and verbal communication skills
Desirable

Experience working with domiciliary care services Experience with children and young people's services Knowledge of Home Office compliance and right-to-work requirements Relevant qualification in health and social care, compliance, or quality management
