Salary:

The starting salary is 47,060, which includes allowances totalling 2,928.


The salary is broken down as 44,132 basic salary, which will increase annually until you reach the top of the scale 52,652. Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

The primary Met Location for this role is Sydenham. Travel across the Met Estate, to attend meetings as required by the business, is expected.

Digital, Data and Technology (DDaT)




The mission of Digital, Data and Technology (DDaT) is to provide the Met with information (and specifically data), communications and technology to help frontline officers and Met staff do their jobs more efficiently, in order to deliver the New Met for London plan. In other words, DDaT is about "passionately delivering trusted technology for precise data driven policing".


As well as keeping up to speed with developments in technology and making recommendations for new equipment and systems that will help modernise policing, DDaT also comprises the Data Office which:

Owns and drives the data compliance and analytics agenda. Brings together the accountabilities that are currently dispersed across the Met business areas. Consolidates and further develops existing Met data and insight services. Enables data sharing and collaboration to serve the public and external partners.

Job Purpose




The Communications Manager is responsible for delivering a strategic communications approach to support the CONNECT product. The role focuses on managing and coordinating communications activities following changes to the CONNECT application, managing the reputation of CONNECT, building positive relationships with stakeholders, and ensuring clear, effective and timely communication across internal and external audiences. The Communications Manager will play a key role in driving engagement, trust, and adoption of CONNECT. They are responsible for ensuring all communication activities are consistent, tailored to the right audiences, and effectively convey the value and impact of CONNECT, supporting a smooth transition during system enhancements or changes.

Key Role Responsibilities




The role of the Communications Manager includes but is not limited to:

Maintain core responsibility for designing and developing communications materials. Develop and execute comprehensive communication strategies aligned with CONNECT and wider MPS objectives. Manage relationships with key stakeholders, including employees, customers, partners, media, and the public. The Communications Manager ensures effective communication and engagement by understanding stakeholders' needs, addressing concerns, and promoting transparency. Work with the Subject Matter Experts (SMEs) to maintain, update and govern the CONNECT Hub, including following the approvals process for both PO/SMEs and PLT. Support central MPS communications teams for any CONNECT-relevant press release. Develop an internal communication plan for CONNECT, manage the internal SharePoint intranets, and coordinate employee engagement initiatives as required. Oversee the creation and dissemination of engaging and impactful content, such as articles, blog posts, videos, and infographics. Ensure content is compelling, accurate, and consistent with the organisation's messaging and brand guidelines. Develop crisis communication plans, coordinate messaging, and provide timely and accurate information to stakeholders while mitigating potential reputational damage. Design, track and evaluate the effectiveness of communication initiatives. Analyse metrics, gather feedback, and adjust strategies to optimise communication outcomes and ROI. Collaborate with various teams and departments including marketing, HR, and executive leadership, to ensure alignment and consistency in messaging and branding efforts. Support the Data Office to respond to Freedom of Information (FOI) requests. Maintain and manage the CONNECT Hub in a BaU capacity. Create detailed instructional guides on how to create/update/delete pages, insert icons, videos on Metropolitan Police Platforms such as the CONNECT Hub. Monitors the CONNECT Comms & Engagement team mailbox and responds to requests or questions that come through.

Vetting Clearance




This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.

Hybrid Working




Hybrid Working available in line with the Metropolitan Police Service hybrid working policy.

Working Pattern




The role requires that you attend the Newlands Park office 3-days per week: Tuesday, Wednesday and Thursday between the core hours of 10:00 to 16:00.

Essential Criteria:



Knowledge



Comprehensive understanding of the whole communications mix, including internal and external communications, digital media, branding and crisis management. Familiarity with tools and methods to assess the effectiveness of communication efforts, including metrics, KPIs, feedback mechanisms, and performance metrics. Knowledge of media trends and communication best practices.

Skills



Expert writing and editing skills with demonstrable experience of creating different types of content for different purposes. The ability to be able to grasp a variety of fast moving, often nuanced and complex policies quickly and effectively. Proven ability to work in a collaborative way to meet the needs of stakeholders. Proven ability to deliver to agreed deadlines. Advanced skills in communication and adapting styles of communication across all ranks and roles and stakeholders.

Experience



Extensive and demonstrable experience in setting direction, overseeing delivery and measuring efficacy of communications activity. Experience managing risks and issues in relation to communications, inconsistencies and assessing reputational impact of content. Involvement of managing a wide range of stakeholders and their competing priorities. Evidence of inclusive behaviour.

Desirable Criteria:



Ability to provide and deliver briefings and presentations. Experience leading communications for a project or technology department. Experience working with external agencies. Previous experience working in policing communications is a plus. Previous product or system communications experience. Higher education - Degree or significant experience.
