Construction Manager
We're offering multiple opportunities to join a growing high-performing team dedicated to maintaining the safety, integrity, and efficiency of one of the most complex rail networks in the world.
In Asset Protection (ASPRO) you will help with a variety of work across Kent, Sussex and Wessex, supporting the delivery of construction on, over, under or adjacent to the railway.
There are two distinct types of projects that ASPRO support, these are known as:
Third-party
- may include train, freight and station operators, local Passenger Transport Executives, the Department of Transport, Private Financial Initiatives, Joint Ventures or Commercial developers
Outside-Party
- may include an individual or member of an organisation other than Network Rail which promotes, funds, designs, constructs, owns and maintains the works that are on or near the railway infrastructure.
The Asset Protection team shall help develop you as a leader in the safe delivery of projects across the railway, providing clear communication and strong competence for all Network Rail customers.

About the role (External)
What You'll Be Doing
As Construction Manager, you will:
Monitor so that site activities comply with the Guide to Railway Investment Projects (GRIP), relevant rules, regulations, Railway Group and Network Rail's company standards and all applicable procedures and legislation.
Review in conjunction with the Asset Protection Engineer the contractor's method statements and site-specific risk assessments.
Lead methodology and risk assessment reviews where deemed appropriate and directed by the Senior Construction Manager
Monitor by liaison with appropriate Network Rail personnel whether arrangements for access, possession, storage, worksites etc. have been made to facilitate the efficient completion of work.
Monitor by a programme of regular pre-arranged inspections the quality of the contractor's work. Instruct contractors in accordance with powers delegated. Where remedial actions are required monitor so that non-conformance reports raised are closed out in an auditable manner. Direct changes as appropriate.
Inspect completed works and survey for the readiness of portions of the work for inspection and for the recording of the outcome and the control of any remedial works required.
Monitor, by close liaison with the contractor, whether "first off" examples of elements of the works are jointly inspected at an early opportunity. Agree the detailed workmanship standards for consistent application to the whole of the works.
Monitor the contractor's management of site works by regular site meetings at which details of the locations of, nature of, and number of staff to be employed upon each element of the work shall be established for the period until the next meeting.
Monitor progress of the works by regular site visits and inspections, comparing work in progress with contract documentation, and information given at site meetings and with the overall contract programme.
Maintain a regular and frequent site presence at all worksites and to continually monitor, and correct where necessary, the standard and methods of work, being always vigilant for inadequacies. Maintain site diary as appropriate.
Encourage an awareness of the importance of HSQE and good workmanship by regular communication with all contractors' site staff
Monitor and assess the competence of contractors staff prior to and during all phases of work.
Check whether the contractor complies with Network Rail policy in accident/incident reporting and investigation, and assist with conducting investigations.
Locally agree site records and freight haulage claims with the contractor for payment purposes.
Support Asset Protection Scheme Interface Managers, Asset Protection Project Interface Managers and Asset Protection Engineers as directed.
What We're Looking For
Essential:
Relevant successful construction experience
Environment awareness
Driver for behavioural change
Good communication skills
Experience working with a principal contractor and their subcontractors
Strong understanding and experience on CDM Regulations 2015
CSCS / CITB scheme / Nebosh certificate
Desirable:
Experience within an Asset Protection function
Knowledge of railway possession, isolation, and maintenance techniques
In-depth knowledge of the operational railway and infrastructure
Proven experience delivering rail-related projects
Safety management awareness / training
Six Sigma Yellow Belt
Ability to manage a principal contractor and their subcontractors.
Experience undertaking the duty as NR Responsible Manager competence
Track Safety experience including evidence of current PTS competence.
Salary
: 43,588 - %1,719 plus 3,270 Location Allowance
