We are currently seeking a highly skilled and motivated individual to join a premier team of at the , Royal Air Force (RAF) , United Kingdom.

What will be your primary role?



The primary purpose of this position is to serve as a Contracting Officer Representative responsible for the inspection, review, and verification of contractors' work efforts, reports, plans, and invoices for the installation's service contracts. The individual will be responsible for serving as a Contracting Officer Representative for service contracts on the installation. They will maintain the contract file system from development, pre-award, post-award, and termination or closure of contract. They will determine need for contract updates/changes, estimates cost, and develops contract Performance Work Statement documentation. Also, will serve as the point of contact between the contractor and customer.

Specialized Experience
OR

Ph.D. or equivalent graduate degree OR 3 full years of progressively higher-level graduate education leading to such degree

F-35/F-15 fighter wing. Historically, the 48th FW has been the foundation of USAFE's combat capability and remains so today. The Liberty Wing led the El Dorado Canyon raids into Libya in 1986 and was the first F-111 fighter unit to deploy to the Gulf during Operations Desert Shield and Desert Storm. The Liberty Wing also anchored NATO forces during Operations Deliberate Force and Allied Force. Since September 11, 2001, the 48th FW has played a key role in antiterrorism operations, flying combat missions and providing combat support in Operations Enduring Freedom and Iraqi Freedom.

What are the Key Skills required for this role?



1. Knowledge of the mission, operational goals, and objectives in relation to Contracting Officer Representative duties and administrative responsibilities.

2. Extensive knowledge of the full range of performance evaluation methods, surveillance plans and techniques, and principles, procedures, and regulations as related to surveillance of contractor performance and contract file maintenance.

3. Ability to interpret technical plans and specifications sufficient to provide sound guidance related to performance, utilization, operation, and maintenance issues.

4. Knowledge of and experience using typical office computer equipment and software for the input of data and to produce correspondence, email, and generate metrics and periodic reports.

5. Ability to learn and apply the various government and agency regulations and laws that apply to the work of this position.

6. Skill in developing positive and productive working relationships with coworkers, contractors and higher level supervisory and managerial staff.

7. Ability to communicate effectively, both orally and in writing.

What are the conditions of employment for this role?



1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.

2. You may be required to travel by military and/or civilian aircraft and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training, this position may also be coded as mission essential.

3. You will be required to complete a 6-month probationary period.

4. Overtime may be required, and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.

5. Must be able to communicate effectively both orally and in writing.

6. This position may require working outside during wet/cold weather.

7. The work may require the employee to drive a motor vehicle. An appropriate, CAT B valid driver's license is required.

8. May be required to travel away from normal duty station for TDY or training as directed by management, sometimes on short notice and including overnight stays, traveling by military or commercial aircraft or by any other designated means.

9. Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required, but cannot be guaranteed and should not be expected.

10. Required to handle and safeguard sensitive and/or proprietary information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance.

11. In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.

12. Required to obtain and maintain Contracting Officer Representative (COR) certification.

13. Your hours of work will be 37.5 hours per week on a fixed schedule Mon-Fri (0800-1630)where start & end times may be modified due to mission needs and in accordance with the organization's flexible working policies
