Job Title: Contracts Manager




Job Location: Birmingham



Salary: up to 58,000



Contract type: Fixed Term - 3 months



Working hours: 37 hours



Working collaboratively across teams, you will develop and implement robust contract management arrangements, ensuring compliance with GSA`s Standing Orders and Procurement Policies, as well as meeting business objectives and key performance metrics including `Right First Time` delivery.


Contract Management

Manage service programme schedules and work orders for electrical and heating services assigned to subcontractors, ensuring compliance with business procedures and standards. Monitor and process all contractor documentation, ensuring accurate and timely submission into the correct systems. Oversee and verify repairs, inspections, and maintenance works, including on-site checks and validation against approved quotations. Review and process contractor variation requests. Act as the main point of contact for all subcontractor enquiries, supporting day-to-day communication and attending weekly progress meetings. Undertake annual contractor desktop due-diligence audits to ensure compliance. Ensure subcontractor works are delivered in line with issued work orders and service-level agreements. Support procurement processes and manage large-scale or specialist contracts, including cost negotiations and KPI oversight. Maintain and update contract schedule of works documents, including specification of new developments. Complete annual contract reviews, variations, and updates to contract management records, ensuring full audit trails.

Performance Management




Collate and produce performance data for internal and external contract review meetings. Monitor customer satisfaction and performance targets, ensuring KPIs are understood by colleagues and contractors. Liaise with the customer complaints team to support resolutions. Conduct on-site spot checks to ensure compliance with contract specifications. Implement strong reporting systems to monitor KPIs, escalating underperformance when necessary. Provide weekly performance reports to the Director and Head of Service.

Financial Control




Ensure compliance with GSA`s Standing Orders, raising purchase orders where required. Oversee payment of invoices, including variations. Recover penalties for non-completed works and ensure completion of outstanding repairs. Manage contract budgets and ensure spend remains within agreed limits.

Legal Compliance & Health and Safety




Ensure contractors comply with legislative requirements and internal governance standards. Provide necessary information to customers, staff, and contractors to meet duty-of-care obligations. Ensure compliance with GSA`s health and safety policies.

Customer Involvement




Promote opportunities for customer involvement in shaping services. Ensure service standards are regularly reviewed and challenged by customers.

General




Contribute to procurement activities relating to your portfolio. Represent GSA professionally, internally and externally. Promote and apply the Group`s Equality & Diversity policies and Code of Conduct. Report safeguarding concerns in line with internal procedures. Undertake duties commensurate with the role and support flexible working across GSA`s operational areas, including travel as required.

Highly organised with strong contract and performance management experience. Confident in managing subcontractor relationships and driving service improvement. Skilled at analysing data, writing reports, and ensuring compliance. An excellent communicator with the ability to challenge, negotiate, and influence. Able to work flexibly and travel across operational areas.
