The Cost Engineer will work within one of the delivery teams, on behalf of the Programme Partner, liaising with a variety of stakeholders across the project, reporting to the Project Controls Manager with functional alignment to the Cost Lead. Due to the strict security requirements, candidates must be a UK National and will need to progress through security clearance.

Client focus - Deliver on our promise:


You will support cost planning including ownership of and presenting cost plans to clients and internal stakeholders. You will support the procurement process, ensuring stages including prequalification, enquiry, analysis, selection and contract preparation are performed effectively. You will support the delivery of cost management services to deliver key strategic outcomes and KPIs, directly influencing strategic development of plans. Provide monthly reporting on project cost and forecast including actual costs, estimate to complete, earned value variance analysis and narrative. Lead monthly meetings related to cost and forecast with the planning team, Partners, and the commercial team to support the project. Manage the process and providing technical support for the full life-cycle project budget, scope, and cost codification. Support the project manager in their delivery of the project regarding cost. Liaise with the change manager to agree the cost element of trends and changes. Support the overall organisational change (trending and Management plans) process; ensuring it is rigorously applied to all changes and that impacts are fully assessed and incorporated into cost forecasts, plans and budgets. Assure the integration of cost and schedule with the planning team. Gate keeper for Partner cost data. Implement, administer, and maintain cost control system (Contruent/PRISM) and procedures to track project budgets, commitments, expenditures, and forecasts for projects of medium complexity and value. Support the preparation and implementation of the Work Breakdown Structure (WBS), ensuring understanding of the broader scope across all project stages. Support the set-up of appropriate control budgets & project estimate and schedule, ensuring full understanding of estimate basis, scope, schedule. Work closely with the Client cost team and monitor all associated costs.

You'll need to have:


You are digitally savvy, can build lasting client relationships and lead strong, motivated teams. Able to interpret and analyse data into onward communication to allow decision making. Understanding of cost management methodologies and techniques. Good experience in the use of cost management software systems such as PRISM (Aka Contruent). A good understanding of earned value analysis. Previous experience on a major construction project. Ability to build lasting client relationships. You'll also have:


Degree in quantity surveying/cost management (or equivalent). Professional membership or working towards i.e. MRICS/RICS (or equivalent), or equivalent demonstrable professional or personal development. Commercial and financial acumen. Knowledge of value engineering, life cycle costing, contract law and contractual frameworks relating to construction. Experience of managing parts of projects within large, diverse teams. Experience of developing relationships with key senior stakeholders. Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
