Salary: 63,807 per annum to 70,555 per annum dependant on experience. *Plus 1,300 Essential Car User Allowance

Grade: 11

Reporting Office: London, Stratford

Persona: 20% - 40% of contractual hours to be worked from reporting office/working location/Site (hybrid working)

L&Q's Commercial team within Property Services is seeking a dynamic Cost Manager to establish and lead a new cost consultancy function. This is an exciting opportunity to play a pivotal role in delivering our Major Works and Investment Programme.


This is a unique and exciting opportunity to shape the future of cost consultancy at L&Q. As our new Cost Manager, you'll be instrumental in building an in-house cost consultancy function from the ground up. This strategic move will empower L&Q with enhanced commercial control, enabling us to drive greater value for money across our Major Works and Investment Programme. You'll be at the forefront of improving cost transparency, strengthening financial governance, and ensuring our projects deliver maximum impact for our residents and stakeholders.



The Cost Manger will be required to Lead the development and implementation of a cost consultancy function within the Commercial team. Provide expert cost management support across the Major Works and Investment Programme. Collaborate with internal and external stakeholders to ensure that costs are accurately reported. Produce quarterly commercial overviews, market trend analysis, and audit/valuation assurance reports. Lead quarterly valuation reviews for all partner contractors, checking compliance with the Price Framework. Conduct in-depth audits of build-ups, variations, and open book data. Produce reconciliation reports, identify anomalies, and recommend improvements. Manage final account audits and ensure appropriated savings calculations.

Your impact in the role:

To be considered for this role candidates will be able to demonstrate experience, knowledge and understanding of:
Managing budgetary constraints using forensic cost control techniques

Strong analytical skills and will be highly numerate with data interrogation skills

Experience of managing principal and subcontractor arrangements

You will have a good understanding of Cost value reconciliation Commercial Awareness with good legal/contractual knowledge

Competent in use of standard methods of measurement and use of NHF SoR's Strong leadership skills and experience managing others and working collaboratively with others

What you'll bring:

Degree or HNC level in a related discipline or equivalent substantial experience

It is desirable for candidates to be professionally qualified member of CIOB/RICS but not essential.
