Job Description

Job Introduction

Together, we're delivering the future together and becoming an employer, partner, and place shaper of choice. To achieve our goals, we need to transform how we work by redesigning our organisational structure, so we're set up for success and sustainability in the future.
Our HR & Cultural Change service is at the start of its journey, to fundamentally change how it works to deliver the Our People and Culture Strategy, helping to make sure the organisation is well-equipped to respond to opportunities and challenges, now and in the future.

About Us

At Oxfordshire County Council, we are proud to be shaping a future where data and insight are at the heart of how we make decisions and deliver services. Our HR & Cultural Change service is a key driver of this ambition, supporting the organisation through transformation and innovation. We are committed to building a workplace culture that is inclusive, forward-thinking, and rooted in our values--always learning, being kind, acting with integrity, taking responsibility, and daring to do things differently.
As part of our ongoing journey, we are investing in our people and our systems to ensure we can deliver the best possible outcomes for our residents. The Data and Insight Team plays a vital role in this, providing the evidence and analysis that underpin strategic workforce planning and organisational development.

About You

You are a curious and analytical thinker with a passion for turning data into meaningful insight. You understand the power of evidence-based decision making and are skilled at using both quantitative and qualitative techniques to explore complex issues and shape practical solutions. You are confident in research design, data storytelling, and the use of technology to extract and interpret information from a range of systems.
You are also a capable and compassionate leader, able to inspire and develop a team of analysts to deliver high-quality, timely and relevant insights. You understand the importance of collaboration and communication, and you are comfortable working with senior stakeholders to influence thinking and drive change. You are someone who thrives in a dynamic environment and is always looking for ways to improve services and add value.

About the Role

As the Data and Insight Team Manager, you will lead a team responsible for providing analytical consulting and workforce insights across the Council. Your work will enable the organisation to explore challenges in a methodical way, using data to inform decisions and shape strategy. You will ensure that the information your team provides is not only accurate and timely, but also easy to understand, logically presented, and ready to be shared with services across the organisation.
You will play a key role in supporting our Strategic People Partners, helping them to access and interpret workforce data that supports their planning and decision making. You will also be responsible for ensuring that our systems are used effectively to extract value and that our approach to data is aligned with best practice and the latest technological developments.
This is a role that combines technical expertise with strategic thinking and people leadership. You will be expected to drive continuous improvement, champion innovation, and ensure that the customer experience is always front of mind. You will also contribute to wider HR projects and initiatives, helping to embed our People and Culture strategy and support the Council's transformation journey.
Following our service redesign, the new HR & Cultural Change operating model ensures everyone has clarity on their role and remit, while reinforcing a 'one team' ethos. This is an exciting time to join us, as we take the next steps in our service together.
