About the role
As the Defect Manager, you'll be responsible for reactive maintenance activities across an allocated area or asset type on the M25 network, ensuring Category 1 and Category 2 defect repairs are carried out on time, meet the highest standards and stay within budget.
Overseeing repairs carried out by internal staff as well as subcontractors, you'll promote a culture where everyone is committed to doing their work in the right way, with public safety always at the forefront. You'll ensure the right resources are in place to deliver works, including managing fleet, permits, and identifying procurement needs.
Your role will also involve conducting Root Cause Analysis for delays, managing supplier performance, and working closely with the Network Access Team to optimise scheduling and site-sharing opportunities. Additionally, you'll play a key role in reducing Performance Point events by ensuring accurate and timely updates to the Maintenance Management System.
Your focus on continuous improvement will support the long-term success of the M25, ensuring it remains safe, resilient and in top condition.
Location: Based at one of the CPS offices or depots with regular travel to other
locations around the M25 network
What you'll be doing
Oversee delivery of reactive defect repairs (Cat 1 and Cat 2.1) within the specified geographical area or asset type allocated, to meet KPI targets (97% of Cat 1 and 100% of Cat 2.1 repairs delivered within timescales).
Drive a 'Right First Time' approach by thoroughly reviewing job information for accuracy and ensuring defects are correctly classified by the Network Operations teams.
Ensure permits are raised and scouting information is accurate to enable works to be carried out at the earliest opportunity.
Create and communicate works briefings to relevant parties in a timely manner.
Monitor and update the management system with detailed information regarding the progress of works carried out for each defect to allow green claims to be justified and performance point awards to be mitigated.
Work closely with the Network Operations Access team to ensure works are scheduled and site sharing opportunities are maximised.
Carry out Root Cause Analysis of failures for works that do not meet the required timescales.
Identify procurement needs and provide performance management of suppliers to maintain high-quality service standards.
Manage the availability of resources for maintenance activities and communicate to the planning team.
Monitor fleet utilisation and ensure the required vehicle fleet is available throughout the resolution of reported defects.
Participate in on-call rotas for Silver Command and Winter Maintenance as required.
Ensure the adequate level of supervision is in place for all works activities.
Manage and develop a high performing team, providing clarity of responsibilities, monitoring performance, and supporting growth and development.
Effectively manage the Reactive maintenance budget, ensuring financial targets are met without compromising service quality.
Provide detailed monthly reports on progress against the Reactive Defects, including works completed and cost performance relative to the budget (including unit costing).
Identify opportunities to drive efficiency and reduce unit rates on an annual basis.
Who we're looking for
Experience in the delivery of highways maintenance operations or similar transferable experience.
Appropriate CSCS qualification.
SMSTS qualification
Strong communication and stakeholder management skills.
Ability to manage multiple projects simultaneously.
Strong leadership skills and experience driving performance and productivity.
Ability to adapt to and manage change, leading teams through operational adjustments and ensuring smooth transitions.
