Job description
The Digital and Data Professions Team (HDIP) provides a single focal point and professional lead for the c.14,000 military and civilian Digital and Data (GDaD), Knowledge and Information Management (KIM) and Defensive Cyber professionals, across Defence. We're responsible for ensuring that MOD has access to skilled and competent digital and information professionals.
As Capability Development Lead, you'll lead on a whole-force approach to the development and professionalisation of Defensive Cyber capability pan-Defence, including working with the single services to cover military defensive cyber roles and acting as the MOD primary point of contact, on defensive cyber capability issues.
You'll collaborate with security professionals across MOD and wider Government on the development of the Government Security Profession (GSP) and its implementation into MOD, managing the uptake and endorsement of learning, development and accreditation. You'll cultivate talent and foster an inclusive, diverse and motivated workforce, promoting cross Government security mindedness.
Responsibilities
Lead and act as the MOD focal point for implementation, and further development, of the Cyber Security (CS) specialism, part of the Government Security Profession (GSP), ensuring that the capability framework reflects the skills and professional development needs of Defence.
Engage and build defensive cyber communities across Defence and connecting them to wider Government communities, supporting delivery of community events, arranging guest speakers and delivering presentations on relevant professional development topics.
Work with MOD stakeholders and industry partners to identify interventions, to help address the cyber skills gap within Defence, including secondments, and identifying opportunities to make use of cyber security talent scheme opportunities.
Develop a collaborative relationship with the Chartered Institute of Information Security Professionals (CIISP) to communicate CIISP learning opportunities and deliver to Defence where appropriate. Represent MOD at corporate meetings and feedback news and plans to the MOD Defensive Cyber community.
Analyse workforce data, to measure capability maturity levels, identify skill gaps and ensure that MOD has the right people in place, with the right skills, to meet current and future business needs. Produce management dashboards and workforce reports for MOD senior stakeholders and the Cabinet Office.

We would expect to see some previous experience of delivering career pathways or learning and development programmes or of project management, within an organisation.
We would expect to see relevant skills and experience in assessing, evaluating and managing learning providers, talent management or professional development.
You'll need:
Experience of managing and delivering a quality service.
Experience or understanding of defensive cyber security.
Ability, energy and enthusiasm to work in a high-pressure, fast-moving capability environment; demonstrating sensitivity and acumen.
Experience of using Microsoft Office 365 products and functionality, including Share Point, Excel and Word.

This position can be based at either MOD Corsham, Wiltshire, SN13 9NR or The Defence Academy, Shrivenham, Wiltshire SN6 8LA. Work location will be agreed once the successful candidate has been selected.
This job role may be suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (your permanent duty station which is based on business assessment of where the work is best done) and working from home as a personal choice (if the role is suitable for this). If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.
Dependent on the business need, there may be a requirement to travel to meetings within the UK (or potentially occasional overseas visits).
