Job description




We are recruiting for a Finance Business Partner to join us in a varied and fast paced role. Your responsibilities would include:

Acting as lead Finance Business Partner (FBP) for the New Style of Information Technology (NSoIT) programme within the Deployed and Interoperability Services (D&IS) delivery area. Serving as a key member of the Senior Leadership Team (SLT), supporting live Defence operations and high-priority Five Eyes capabilities. Operating effectively in a high-pressure, fast-paced environment, providing critical finance leadership. Working collaboratively with project and commercial teams on high-value procurements. Leading the approval process for complex and frequent business cases, considered top priority across Defence. Overseeing financial planning and delivery for the NSoIT Programme--a Category A programme delivering secure ICS and Command & Control services for deployed forces. Leading and managing the NSoIT finance team to ensure delivery of all required financial outputs. Driving the completion of long-term planning submissions (Programme Cost Reviews [PCR] and Annual Budgeting Cycle [ABC]) including option costings aligned with strategic planning assumptions. Overseeing the construction and submission of the In-Year Budget and Forecast, coordinating monthly updates and commentary to meet review timetables. Maintaining robust financial controls and reconciliation procedures, ensuring accurate records of project accounts, asset delivery, and inventory data. Delivering strategic financial analysis and support to projects, including input to procurement decisions. Ensuring effective financial compliance and governance, including audit requirements, VFM analysis, affordability checks, and delegated financial concurrence. Providing strong leadership to ensure Value for Money (VFM) and effective resource management within the area of responsibility. Developing and delivering cost models to evaluate industry bids and provide robust financial evidence for approval processes.

Person specification




This role would suit an individual with:

Proven experience in leading and managing finance teams, including performance delivery and development. Ability to operate as a key member of a Senior Leadership Team (SLT) in a fast-paced, high-profile environment. Strong collaborative approach, with experience working closely with project and commercial teams to support joint outcomes. Significant experience acting as a Finance Business Partner in a complex, high-value programme or organisational context. In-depth knowledge of financial planning and delivery, including: + Programme Cost Reviews (PCR)
+ Annual Budgeting Cycle (ABC)
Experience managing complex business case approvals, providing high-quality financial input and challenge. Skilled in maintaining robust financial controls, including reconciliation, inventory management, and audit compliance. Demonstrated ability to provide strategic financial analysis, including support for major procurements and cost modelling. Strong understanding of financial governance and compliance frameworks, including: + Audit requirements
+ Value for Money (VFM) assessments
+ Affordability analysis

Hybrid Working




Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity. Requirements to attend other locations for official business, or work in another MOD office will also count towards this level of attendance. Applicants can request further information regarding how this may work in their team from the vacancy holder (see advert for contact details). This position is advertised at 37 hours per week. The successful candidate is required to carry out all their duties from a UK location and cannot do so from an overseas location at any time.


The post does not offer relocation expenses.
