Casual Car Documentation

- The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis, but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.
Are you ready to lead the charge in maintaining and improving Manchester's vital infrastructure? We're looking for a passionate and experienced Delivery Team Lead to join our Highways Maintenance Service and help shape the future of our city's infrastructure.



As a Grade 9 leader, you'll be at the forefront of frontline delivery--organising work activities, managing teams, and driving strategic improvements across localities. You'll work closely with service managers, residents, and community groups to ensure our services meet the evolving needs of Manchester's neighbourhoods.



What You'll Do:



Lead and motivate operational teams, ensuring high performance and continuous improvement.

Oversee the delivery of reactive maintenance programmes, including pothole repairs, kerbing, modular paving, and drainage works.

Collaborate with internal departments, contractors, and external partners to deliver efficient, high-quality services.

Engage with local communities to develop programmes that reflect their needs and priorities.

Ensure compliance with health and safety, security, and legislative standards on-site.

Drive service improvement strategies and contribute to the development of future plans.


What You'll Bring:



HNC/HND in Civil Engineering or a construction environment with demonstrable experience in highway construction.

Proven track record in managing civil engineering contracts and delivering results in a local authority setting.

Strong leadership, communication, and analytical skills.

Ability to manage budgets, resources, and multiple priorities with confidence.

Ideal Candidate Profile





Technical Expertise


A person with HNC/HND in Civil Engineering or Construction background and substantial experience in highway construction. Proficient in bitumen and asphalt repairs, modular paving, kerbing, gully cleansing, and pipework replacement. Demonstrated success in managing Civil Engineering Construction Contracts and understanding how a Maintenance service operates within a local authority.

Leadership & People Management


Proven ability to motivate and develop teams, manage performance, and foster continuous improvement. Experience in coordinating frontline delivery and supervising both internal teams and contractors on-site. Skilled in strategic planning, problem-solving, and decision-making in complex, multi-priority environments.

Community & Stakeholder Engagement


Strong communication skills to engage with residents, community groups, and external partners. Ability to build and maintain effective partnerships across council departments and third-sector organisations. Committed to delivering services that reflect the needs and priorities of local communities.

Operational & Strategic Thinking


Capable of producing and interpreting management information to inform service delivery. Financially astute, with the ability to monitor budgets and ensure cost-effective operations. Forward-thinking, with a proactive approach to service improvement and modernisation.
