Job Description

The Deputy Centres Manager is a full-time employee of CRFCA and is responsible to the Centres Manager, through Training Plans and Delivery and for the Line Management of all Facilities supervisors.

The post holders' main responsibilities are to act as cover for the Centres Manager, and to assist with the management of the four Cadet Centres, (Inskip, Windermere, Little Rissington, and Wittering). There is a requirement to travel to these centres as needed and a requirement for extended periods of stay on site.

In the absence of the Centre Manager, the post holder will be required to deputise.

This position is an All Hours Worked (AHW) basis, working an average of 42 hours per week over a 17-week period (including hours worked in evenings and weekends on a routine basis as directed by the Line Manager).

All staff are to take reasonable care of their own Health & Safety, and that of others who may be affected by their acts or omissions. The post-holder is responsible for ensuring, so far as reasonably practicable, the Health & Safety of the staff they manage and for providing staff with appropriate information, instruction, training and supervision for all activities to ensure their safety at work.

Principal Areas of Accountability, Tasks and Duties



Contribute to HQ RAFAC assurance processes. Responsible for cover in each centre, maintaining the day-to-day centre usage. Update and maintain the centres SharePoint Site for use by RAFAC personnel (Inc. CFAVs). Have an overview of all bookings in all centres, placing priority use for RAFAC personnel. Act as Gear log and Cascade lead for all centre and logistics staff. Promote the centre through RAFAC social media accounts using the RAFAC Influence team's platforms. Promote each of the Centres through RAFAC social media accounts using the RAFAC Influence team's platforms. Provide support to groups in terms of setting up IT equipment (centre administrative and operational support only). Flexibility with evening and weekend working to support centre operations.

Stores Management



Act as 1 RO (1st Reporting Line) to all centre supervisors. Conduct maintenance of the main stores account and representation of a system of control and co-ordination for the secure storage, the receipt, issue and accounting of weapons and equipment stores (including training stores and accommodation stores) in all centres. Maintenance of the Special Stores Register. Overview of the Special Stores Register / Fire alarm system In line with the prime contract, in all centres. Coordinate the testing of all portable appliances / Fire alarm systems, In line with the prime contract and ensure compliance in all centres. Attend all external audit and inspections, liaise with all centres to ensure corrective action plans are developed after all external inspections (Fire, Range, SHEP) and are dealt with in a timely manner.

Accommodation & Facilities



Produce and prioritise work services requests for building repairs in line with the FDIS system Have an overview of each of the centres work service requests for building repairs in line with the FDIS system. Produce and prioritise requests to the Centres Manager for replacement/repair of furniture/furnishings. Act as a POC for replacement/repair of furniture/furnishings and centre demands in general as appropriate. Printing passes etc. Review all centre induction briefs for all Camp Commandants/ IC groups (Handover/Takeover process) Ensuring they are current and reflect the Cadet offer. Management of laundry and dry cleaning in line with the HESTIA contract. Overview of laundry and dry cleaning in line with the HESTIA contract during your stay/cover in all centres. Assist the Centres Manager in all Fire procedures and compliance. Manage the contracted maintenance of facility roads, grass areas and buildings. Contribute to the production and implementation of the SHEP management action plans. Complete the SHEP management action plan with agreed actions as allocated.

Activities



Ensure all personnel using equipment (including vehicles) are SQEP and comply with RAFAC policy/ legislation. Manage MT bookings in line with RAFAC policy/ legislation. Where necessary, maintain vehicles as per MT guidance/policy and regulation. Ensure the equipment register is maintained and updated in line with policy/legislation. Ensure maintenance of centre equipment (i.e. climbing tower et al) in line with policy/legislation. Provide support to groups (where qualified) and SQEP through RAFAC process. (Max. aggregated time 1 day per month. Line Management approval required.).

Ranges



Management of ranges at all centres. Maintenance of ranges and range equipment at all centres. Facilitate inspections at all centres. Manage bookings and ensure personnel are qualified to use the range. Regular review of bookings and qualifications of personnel using ranges.

SHEP/ Total Safety



Facilitate inspections. Hold the appointment of individual Centre Fire Officer/ Fire Warden when on site. Ensure all activities undertaken at the centres are correctly risk assessed. Regular review of all activities undertaken at the centres are correctly risk assessed. Implement RAFAC report system for all accidents and near misses. Act as the lead POC for RAFAC report system for all accidents and near misses. Prepare to support all visiting units and centre staff in implementing this. Overview of all centres inspection regimes, ensure reporting is accurate. Act as the Centres Security Officer. Implement and advise centres on security policy. Support to Centre Users. Act as a POC/ liaison for all user programmes (noting instructors and activities are the responsibility of the user). Act as POC for all centres and on-site specialist training. Provide on-call for centre users when Centres Manager is unavailable.

Additional Requirements



This role will require travel throughout the UK to the Cadet Centres. Security clearance checks, (BPSS and SC) appropriate to grade and job role will be undertaken.
