To support the Registered Manager in the leadership and delivery of a high-quality domiciliary care service that promotes dignity, independence, and individual well-being. The Deputy Manager will ensure compliance with Welsh legislation and Care Inspectorate Wales (CIW) standards while promoting a culture of empowerment, accountability, and continuous improvement.
Duties and Responsibilities:
Service Management & Compliance:
Support the Registered Manager in day-to-day operations, ensuring care delivery meets CIW regulations and the requirements of the Regulation and Inspection of Social Care (Wales) Act 2016.
Oversee the creation and review of person-centred care and support plans aligned with individual outcomes.
Ensure individual risk assessments are in place, up to date, and proportionate to the needs and circumstances of each person supported.
Contribute to regulatory inspections, audits, and internal quality assurance processes.
Person-Centred Support:
Promote rights-based, outcome-focused care in accordance with the Social Services and Well-being (Wales) Act 2014.
Ensure each individual's voice and preferences are reflected in their support and planning.
Ensure compliance with the Welsh Language Standards and actively promote the Active Offer.
Leadership and Staff Supervision:
Line manage and support senior support workers and support workers.
Lead recruitment, induction, training, and ongoing professional development.
Conduct regular supervision and appraisals, fostering a culture of learning and high performance.
Quality Assurance & Governance:
Support the Registered Manager with preparation of Quality of Care Reviews and service improvement plans.
Maintain accurate records of care delivery, incidents, complaints, audits, and regulatory reporting.
Monitor the implementation of care plans and individual risk assessments, ensuring they are regularly reviewed and acted upon appropriately.
Safeguarding and Risk Management:
Actively identify and respond to safeguarding concerns in line with All Wales Safeguarding Procedures.
Ensure robust individual risk assessments are carried out and regularly updated for service users and staff safety.
Promote a safe and responsive environment for both service users and staff.
External Liaison and Partnership:
Maintain effective relationships with families, healthcare professionals, commissioners, and external agencies.
Represent the service in multidisciplinary meetings and care reviews.
On-Call Duties:
Participate in an on-call rota providing out-of-hours support and emergency leadership.
Qualifications & Experience:
Essential:
QCF Level 4 or 5 Diploma in Leadership for Health and Social Care Services.
Minimum of 2 years' experience in a supervisory or management role in domiciliary or community-based care.
Strong knowledge of care regulations, including CIW standards, safeguarding, and person-centred planning.
Proven ability to manage teams, oversee care delivery, and handle complex situations effectively.
Desirable:
Additional training in Positive Behaviour Support (PBS), trauma-informed care, or mental health.
Understanding of outcome-based commissioning and Active Support.
Full UK driving license and access to a vehicle.
