You will be the Deputy Senior Investigator with responsibility for leading significant aspects of the MPS Operation Northleigh investigation into the Grenfell Tower fire, one of the largest and most complex criminal investigations ever undertaken by policing in the UK. You will support, and deputise for the SIO with communication and engagement with the diverse community who called Grenfell Tower their home - the bereaved families of the 72 people who lost their lives, the survivors and the residents of Grenfell Tower (the BSRs). Op Northleigh has recovered more than 152 million documents and files, taken over 12,800 witness statements, followed up more than 28,000 lines of enquiry and is evaluating the 300 days of evidence of the 175 million Public inquiry and its two major reports (totalling in excess of 2,500 pages). You will be responsible leading teams to evaluate that material, drawing it into comprehensive case files for the Crown Prosecution Service, and performing a senior leadership role in any future prosecutions. As Deputy SIO, you will be investigating 20 organisations and 58 individuals for some of the most serious criminal offences including corporate manslaughter, gross negligent manslaughter, misconduct in public office, multi-million pound frauds, health and safety offences and perverting the course of justice. As the deputy SIO and a senior leader you will be expected to build and maintain confidence in the MPS's highest profile investigation, demonstrating exemplary professional standards, in accordance with the Met's values and New Met for London. You will be responsible for ensuring that all aspects of the operation are investigated effectively to meet high expectations of the BSRs, the MPS, the CPS and wider criminal justice system. Specifically this includes building the evidential case for submission to the Crown Prosecution Service (CPS) for charging decisions and through any subsequent criminal justice proceedings and inquests. You will work closely with the SIO, Gold Commander and others as part of a wider MPS response to the Grenfell Tower tragedy, including the Public Inquiry and Coronial proceedings. You will manage key internal and external stakeholder relationships, with government agencies, the HSE and other public and charitable agencies and services. You will be responsible for managing a workforce of up to 100 staff members, up to and including Detective Inspector rank, and will support the SIO by providing day-to-day management of an annual budget in excess of 20m. Enquiries are welcome from suitably qualified Detective Superintendents.

Essential For The Role



Professional Qualifications



Current PIP3 accreditation. HOLMES SIO.

Knowledge



Strategic understanding and management experience at a senior level in criminal investigation with a proven working knowledge of the Major Crime Investigation Manual, MIRSAP, APP and other related national guidance. Understanding and detailed knowledge of legislation in relation to homicide and the investigation of serious and complex crime. In depth understanding of the criminal justice process and experience of leading serious and complex crime cases at Crown Court. Understanding of the use expert witnesses in the criminal justice process, with prior experience in utilising their evidence in a criminal Court setting. Expertise and knowledge of the use of HOLMES. Knowledge and of the New Met for London and the MPS values and operating principles.

Skills



Communication - ability to communicate at all levels from police staff, agency investigators and constables through to Chief Officer level. Ability to analyse and write complex technical and strategic reports that inform both senior officer decision making and external partners at a senior level. Relationship Building - ability to build and maintain strategic relationships both within the MPS and with external agencies and organisations. Proven capability to develop and maintain relationships with victims and bereaved families within a sensitive and emotive context. Leadership - ability to motivate and inspire large teams from diverse policing backgrounds. Financial Management - ability to manage budgets in an operational setting. Strategic Vision - the ability to develop and embed complex strategies to meet operational and organisational requirements. Change - ability to be flexible and adaptable in managing change, within a challenging operating environment.

Experience



PIP3 SIO leading homicide investigations and other complex criminal cases. Direct experience of leading cases through the criminal justice and court system as SIO. Managing complex CPIA disclosure cases. Report writing to Chief Officer and Executive level. Risk management within a high-profile setting. Leading and managing large and diverse teams. Working with expert witnesses in an investigative and criminal justice context. Leading teams through cultural change. Media engagement in an operational context.

Communications & Working Relationships



Bereaved, Survivors and Residents and their associated support groups. Senior leaders in policing (up to and including NPCC officer level). MPS enabling services (including HR, Finance, Forensics & DDaT). Health and Safety Executive. Crown Prosecution Service. Coroner. Charitable and support organisations. Media engagement.
