With overall responsibility for implementing and embedding safeguarding across the business, the DSL has oversight of the business quality framework, policy, legislation compliance and quality assurance over safeguarding.
The DSL positively contributes to the safeguarding and welfare of our Service Users and employees, ensuring continuous action is taken to protect and promote welfare for all. Taking the lead on all safeguarding matters, the DSL is accountable for advising and guiding stakeholders to achieve the best ?possible outcomes on all safeguarding matters.
Duties and Responsibilities
Procedures
The DSL will have safeguarding responsibility and oversight of the AAS contract.
The DSL will have a responsibility on an operational day to day basis to promote the safeguarding of CRH Service Users and ensuring that a stable and secure accommodation environment is provided.
To be a main point of contact (FPOC) for a designated region to liaise and build relationships with the Local Authority and police within the region.
To have oversight of safeguarding concerns by subcontracted staff and internal staff in relation to referrals and concerns raised through the Quality Assurance Officers in the region.
It is expected that the DSL will lead investigations of a safeguarding nature to protect Service Users in accommodation.
To ensure that policies and frameworks reflect up to date legislation and are reviewed in a timely manner.
Keep detailed, accurate and secure written records of concerns and referrals in line with GDPR and CRH Policies and procedures.
Authorisation of Mileage and Expenses Claims made by team members.
To conduct 1-2-1 Meetings with team members and hold them to account with their own KPIs and performance indicators. To discuss and document progress and development.
Providing a presence at Strategic and Operational Meetings with the Authority and key stakeholders.
To contribute to the induction programme and training for new/existing staff regarding safeguarding. To have assurance and oversight on training provisions for subcontractors and standards of referrals to local authorities.
To liaise with the management team on operational matters that may lead to or impact on safeguarding.
Coach, support and develop staff understanding to ensure high standards of care, values, ethics, equality and diversity, policies and procedures, legislation and contractual requirements are met.
To maintain the confidential safeguarding information and to share with statutory agencies where threshold is met. Staff are to know information that is pertinent to their safety and role. To ensure there is appropriate consent prior to sharing information with external voluntary partners.
Ensure information sharing supports timely and appropriate decision making, which is based on individual need and prevents harm and supports the wellbeing on the Service Users.
To oversee and seek assurance from staff regarding concerns about children and vulnerable adults.
Liaising with the police, local authorities and other statutory organisations when safeguarding matters arise.
To be a FPOC for local authorities and agencies regarding Safeguarding.
To ensure and have oversight that the CRH staff and subcontractors make safeguarding referrals to the appropriate agencies in line with the Statement of Requirements and local and national policy.
To develop and maintain professional relationships with local authorities, non-government organisations and other agencies regarding safeguarding matters.
To ensure that once a safeguarding referral is made, that all relevant information is shared with the appropriate authorities in line with GDPR, Data Protection and Information Sharing Legislation and Protocols.
To attend where necessary MARAC (including HT), MAPPA, Strategy Group, Core Group, Case Conference and subsequent P.L.O. and Court Hearings.
To liaise with police forces and probation services regarding Service Users accommodated by CRH.
To ensure that there is adequate preparation for meeting in advance of attendance.
