About the Role




Are you passionate about delivering innovative digital solutions that make a real difference to local communities? The City of Wolverhampton Council is seeking a talented IT Developer to join our Digital & IT team. You'll play a pivotal role in designing, developing, and implementing enterprise solutions that support the council's digital transformation and service improvement agenda.

Key Responsibilities



Act as a Subject Matter Expert (SME) on the design, development, and integration of business systems. Design, develop, and deliver technical solutions for enterprise and business software applications, including data migration, business intelligence, and interfaces. Lead on systems analysis, systems design, and the successful development and implementation of software applications. Provide trusted advice on technology, application functionality, business processes, data structures, and reporting. Work collaboratively with business and technical colleagues, as well as external suppliers, to ensure quality and strategic development of solutions. Maintain and develop documentation, test plans, and implementation strategies. Troubleshoot and resolve application issues, ensuring service continuity and quality assurance. Contribute to the adoption of best practices, standards, and methodologies within the ICT development process.

Essential Skills & Experience



Strong understanding of enterprise business processes and IT systems in a local government environment (e.g., ERP, CRM, EDRM). Experience in developing and supporting Microsoft .NET applications, SQL Server, SharePoint, and related technologies. Proven track record in systems analysis, solution design, and the full software development lifecycle. Experience in data migration, business intelligence, and integration between business applications. Excellent analytical, problem-solving, and communication skills. Ability to work flexibly, manage multiple priorities, and deliver to tight deadlines. Degree in a relevant subject or equivalent relevant experience.

Desirable Skills



Experience with Microsoft Dynamics 365, Power Apps Portals, and advanced Microsoft Office tools. Knowledge of ITIL, service management, and business analysis techniques. Experience working with external ICT solution providers and modern ERP technology.

Our working arrangements




All council roles are allocated to either a fixed, field or flexible work style. Some roles are agile which enable and empower employees to maximise their performance and productivity, whilst maintaining a healthy work life balance. Roles with a fixed workstyle work in a fixed permanent council location. Roles with a field workstyle are usually allocated where employees are required to be out working in the community with a minimum requirement for 'touch down' space at any council location. Roles with a flexible workstyle have a flexible base location to meet the needs of the business and employees can work from a mixture of home or any council office, partner/client, or external location, as required to meet service requirements.
