Job summary




The Digital Commercial Officer role is a critical role as it will support the creation of the strategy and vendor framework, manage our Digital vendors and partners, establish best ways of working across the team across vendor/supplier management and make sure they deliver the best value to Ofgem.


You will be required to compliment and maintain vendor and contract management systems, processes and controls within the Digital functions within Ofgem. Furthermore, they will be required to work with external suppliers, alongside various Digital teams (Digital Operations, Finance, Business Analysis, PMO) and wider Corporate Service Procurement & Finance and Legal teams to deliver the best value for money.

Who are we looking for?




You will be an experienced delivery implementation and contract manager, having worked alongside or within digital teams to deliver high quality outcomes from a complex project portfolio and supply base.


You will have a relevant qualification or practical experience in fast moving technology environments, and will be a strategic thinker capable of blending commercial, technical and operational requirements into determining opportunities and solutions.


You will have negotiation and influencing skills, combined with a high ability to communicate verbally and in writing. This will include leading meetings with business stakeholders and producing high level reports and management information.


The post holder will have high level analytical and excel skills, capable of analysing KPIs and complex data sets to produce meaningful and advantageous information, recommendations and outcomes.


You will have a good knowledge of contractual terms and conditions, and be capable of representing the organisation to protect its interests in tender evaluations, contract awards and supplier negotiations.

Key Responsibilities




Responsible for the delivery of Digital vendor contract management; co-ordinate and streamline all activities related to contract management and renewals, including, adherence to renewal timelines, and ensuring streamlined processes are in place and effective.


Specifically the role-holder will:

Follow and support the shaping of the vendor and contract management strategy and governance and risk profiles Work across multi-disciplinary areas to establish right vendor and contract management strategy and framework across variety of accounts (gold, silver, bronze) across our Ofgem technology portfolio. Apply best judgement - ability to work together as a team and independently Proactively manage vendors and third parties, handling difficult situations; and negotiations Work with stakeholders to write-up tenders, working with Procurement to conduct and negotiate to get best value, and ensure fair competitions and best performing partners for Ofgem Evaluate risks and make suitable judgement on solutions for vendor management Project Manage or provide direction on key initiatives which involve third party and vendor management to ensue we get best value for money, best approaches for ways forward. Ensure we are getting the most out of our supplier relationships Be an active part of the team managing vendors and third parties across their projects; Manage SLAs, contract lifecycle, performance, evaluating performance; renegotiations of contracts; KPIs, dashboards, and co-ordinate and oversee the tracking of contract level spend in tandem with contract managers, performing the tracking on critical contracts as necessary, including cross-charges Show a commitment to user-centric service delivery

Partner and vendor management best practices and ways of working Identify and implement consistent, efficient and best practice models, contract terms and processes to ensure the overall vendor/partner management strategy is executed in a coherent and holistic manner Maintain, monitor and track DDaT contracts (formal tenders, purchase orders, spend, cross-charges) Collaborate with internal DDaT teams and vendors to ensure ongoing communication and cooperation, focusing on maintaining satisfactory service levels Manage key metrics (e.g. Service Level Agreements, Operating Level Agreements), team KPIs. Manage and iterate processes

Essential Criteria:



Can deliver a blend of technical, operational and commercial strategic considerations in their decision making. (LEAD)

Able to achieve and maintain SC Clearance

Good understanding of the Commercial lifecycle Experience of coordinating contractual activities and managing relationships between Digital/ Data teams and vendors Ability to manage contracts within the budget parameters set Influencing and negotiating skills Excellent analytical skills and innovative approaches to problem solving including the creation and analysis of KPIs to drive performance improvements

Desirable Criteria:



Experience of working in in the Public Sector / working within the Public Contract Regulations Experience particularly in the design and implementation of IT contracts and in driving great performance from partners
