DSEAR Safety Engineer



(Location: Remote / Home based)



The role:

We are looking to appoint a DSEAR Safety Engineer to provide DSEAR technical input and support to the Functional/Line Managers within OPA and Air Command, through the application of risk management tools, provision of process safety advice, and the development of DSEAR assessments to industry standards, by implementing or participating in the hazardous area classification of sites, assets and/or infrastructure.

Working within the HSEQ team but working remotely, in a number of both face-to-face teams and virtual teams, and participating in site visits, processes, and workshops, to improve compliance to DSEAR legislation and relevant good practice, will necessitate the post holder being a self-starter, reliant and able to communicate effectively and champion a vital element of the Agency's culture, through Process Safety Leadership.

The successful candidate will be required to build and maintain strong, positive, and creditable working relationships with all stakeholders, with particular emphasis with our OMCs (Operations Maintenance Coordinators), Fuel Depot Managers, Operations & Engineering functions, and our Defence partners, such as DIO (Defence Infrastructure Organisation).

The ability to liaise with people of differing levels both externally and internally ranging from the Competent Authority (HSE/EA/SEPA), OPA Management and Leadership Teams to wider Defence and site operatives is essential.

Due to the assets being managed covering sites across, England, Scotland, Wales, and potentially overseas, it necessitates a significant amount of travel and need to spend nights away from home in order to carry out the duties required. Therefore, a full (preferably clean) driving licence is essential for the successful candidate. There will also be occasional overseas travel when required.

Responsibilities:



Include, but are not limited to:



Perform hazardous area classification and zoning studies, including the review of ATEX-rated equipment. Conduct site inspections to evaluate DSEAR compliance and identify improvement opportunities. Provide technical guidance on ignition source control, ventilation, containment, and segregation strategies. Ensure risk mitigation, safety and effectiveness of design and operations through legislative compliance. Provide regular reports on progress and performance against plan, to internal and external stakeholders to facilitate learning and continual improvement. Where opportunities allow, assist in identification and management of risk factors and the principles of ALARP for COMAH/MACR sites by facilitating and/or participating in assessments such as; HAZOPs/Design Reviews/HAZIDs Human factor (HRA) assessments Hazard & Effect Registers (HERS) / Bowties Occupied Building Risk Assessments (OBRAs) / Credible Fire Scenario assessments. SIL / LOPA assessments Promotion of the delivery of key health, safety, environment and quality targets and success factors for OPA core business functions.

The candidate:

Candidates will ideally a degree in Chemical or Process Engineering discipline or equivalent (eg Mechanical) with extensive knowledge (minimum of 5 years) around hazardous area classification and DSEAR assessments and associated documentation.

Required Knowledge / Skills:



Strong understanding in hazardous area classification Strong knowledge of DSEAR documentation including risk assessments, zone drawings, hazardous area classification and design documentation in accordance with EN 60079-10 and IP 15. Strong understanding of DSEAR legislation, ATEX directives, Ignition source assessments, explosive protection systems, ignition sources, flammable materials, Fire and explosion severity. Familiarity with ATEX directives, IEC standards, and British Standards. Experience of leading DSEAR assessments, ideally within a high hazard industry. Strong attention to detail to ensure drawings are accurate according to specifications. Time management skills to work with multiple projects and competing deadlines. Familiar with Microsoft Office (word, excel, etc.) Strong problem-solving skills and ability to work under tight deadlines.
