We are now seeking a dedicated and experienced ECO Submission & Compliance Manager to lead our submissions and compliance operations, ensuring every file meets the highest standards of accuracy, transparency, and Ofgem compliance.
Role Overview
This is a key operational and compliance role suited to someone with an excellent understanding of ECO4 processes and the ability to manage multiple submissions with precision.
You will oversee the full lifecycle of ECO4 project files - from document gathering to submission and audit readiness - while managing communication with internal teams and external stakeholders.

Key Responsibilities
Oversee and manage all ECO4 submission processes ensuring 100% compliance with Ofgem, TrustMark, and PAS 2035/2030:2023 requirements
Review and compile complete submission packs, including EPRs, photographic evidence, retrofit documentation, and funding proofs
Verify and validate all data and evidence before submission to funding partners
Liaise with installers, surveyors, Retrofit Assessors, Coordinators, and funders to ensure documentation accuracy
Manage and update digital records, ensuring all information is securely stored and traceable
Proactively resolve any documentation or compliance issues to meet submission deadlines
Monitor weekly submission pipelines and ensure monthly targets are achieved
Support internal and external audits, preparing corrective actions when required
Lead and motivate a small administrative team to ensure workflow efficiency
Keep up to date with changes in ECO4, Ofgem, and TrustMark regulations, and communicate updates across the company
Required Skills and Experience
Minimum 6 months of hands-on ECO4 submission experience (2+ years preferred)
Strong knowledge of ECO4 compliance, funding rules, and Ofgem submission processes
Experience with TrustMark and ECO4 submission portals
Excellent attention to detail and documentation accuracy
Strong analytical and numerical skills
Effective communicator with professional written and verbal communication
Ability to multitask and meet tight deadlines under pressure
Leadership or team coordination experience
Retrofit Coordinator or Assessor background is highly advantageous
Proven record of successful ECO4 submissions or verifiable references
